About the Department
This position performs a variety of responsibilities related to water resources and environmental protection and enhancement. This individual is responsible for tasks associated with the City’s Municipal Separate Storm Sewer System (MS4) program, Stormwater Pollution Prevention Plan (SWPPP), and related initiatives. This individual will review stormwater and environmental permit applications and plans, perform inspections, support City operations and projects, and provide technical input to community members and City staff.
Expected Hours of Work
Hours are typically Monday-Friday from 8 am to 4:30 pm. In addition to working office hours, staff maybe required to work additional events. Hours may include, nights, weekends, and holidays.
Position Duties
Essential Duties and Responsibilities

- Implement the City’s MS4 General Permit and SWPPP, including work with City staff and external parties to manage, document, and report activities related to the minimum control measures (MCMs) and best management practices (BMPs).
- Review permit applications and perform inspections associated with the City’s stormwater permit, environmental permits, and site plan applications.
- Review stormwater models, storm sewer system designs and calculations, drainage reports, erosion control plans, and related items for private development/redevelopment and public projects.
- Develop private stormwater maintenance agreements and oversee annual inspection and reporting procedures.
- Implement and enforce regulations and policies related to water resources and the environment. Ensure that City operations and external stakeholders are compliant with local, State, and Federal environmental regulations.
- Perform field inspections related to drainage, flooding, water quality, erosion, and related subjects. Inspect stormwater infrastructure including ponds, basins, storm sewers, culverts, outfalls, and stormwater BMPs to evaluate conditions and corrective actions.
- Coordinate shoreland, floodplain, and wetland management tasks and activities, including site visits, technical assistance, administration of the City’s FEMA Community Rating System program, flood protection and shoreline cost share programs, and related programs.
- Respond to concerns from community members and developers regarding water resources, stormwater, flooding, and environmental subjects, including code/permit requirements.
- Coordinate and attend City sponsored environmental events and volunteer activities, provide education related to water resources and environmental topics and projects.
- Assist with Engineering, Environmental, and Planning tasks when necessary, including plan review, stormwater modeling, project design, and permitting.
- Represent the City and serve as staff liaison to the Bassett Creek Watershed Management Commission (BCWMC) and Minnehaha Creek Watershed District (MCWD).
- Serve as a contact for public and private development inquiries regarding stormwater and environmental code and permitting requirements.
- Research, apply for, and administer water resources and environmental grants.
- Provide work direction to interns and seasonal employees.

Minimum Qualifications
Minimum Qualifications
- Bachelor’s degree in Water Resources Science, Environmental Science, Civil Engineering, or related field or an equivalent of education and experience.
- Working knowledge of basic computer applications including Outlook and Microsoft Office Suite.
- Valid Minnesota driver's license or equivalent out-of-state license.
- Ability to review and interpret engineering and landscape design plans and specifications.
- Ability to review and interpret stormwater models and reports related to hydrology, hydraulics, and water quality.
- Knowledge of the principles, practices, methods, and techniques used in water resources science, environmental science, and municipal engineering.
- University of Minnesota Erosion and Stormwater Management Certification or ability to obtain within one year.
- Ability to complete the essential duties and responsibilities of the position with or without reasonable accommodations.
Desired Qualifications
- Certified Minnesota Wetland Professional.
- Certified Floodplain Manager.
- Experience performing stormwater modeling and developing plans/specifications.
- Experience applying for and administering grants.
- Experience identifying or managing native vegetation.
- Experience with, or knowledge of GPS, GIS mapping, and asset management software.
- Experience with, or knowledge of project management and payment software.

Work Environment & Physical Demands
Work is conducted both indoors and outdoors. Employee is subject to both inside and outside environmental conditions. Employee may be subject to noise, construction activity, and uneven surfaces at jobsites, but generally free from additional work hazards. - Regularly operate computers and other office equipment, such as a copy machine, printer, and telephone, as well as equipment/tools consistently found in municipal civil engineering.
- Regularly operate City vehicles to visit jobs ites.
- Occasionally move or transport items weighing up to 25 pounds.
