Start your career in public service. The Georgia Department of Human Services (DHS), Division of Family and Children Services (DFCS), is seeking candidates for the position of Budget Analyst 3. This position reports to the unit supervisor and is located in Atlanta, Fulton County, Georgia. Teleworking may permitted for this position; however applicants should note that the home office for this position is the state office building located at 47 Trinity Ave.

Position Duties
Pay Grade: L
Under broad supervision, develops, prepares, analyzes and/or revises and prepares supporting schedules for the Office Family Independence Section within the DFCS Budget Office. Performs review and analysis of budget program and policy issues, analyzes financial trends or proposed legislation, and recommends appropriate courses of action to management.
Role and Responsibilities:
- Manage various budgets within the Office Family Independence (OFI) and/or Regional Programs (UAS).
- Develops Annual Operating Budget, load budgets into Peoplesoft, Planning and Budget Cloud Systems (PBCS) and the Uniform Accounting System (UAS); periodically enters revisions and amendments to budgets in these systems.
- Prepare multi-level budgets for OFI and Regional Programs with multiple, complex fund sources and projects.
- Prepare quarterly expenditures and grant related projections by reviewing historical data, Budget Comparison Report, Personnel Services Projections, and other data reports.
- Research and corrects any expenditures errors in all related budget systems.
- Reviews Program budget to ensure proper general ledger coding and prepares any necessary journal entries.
- Provide and approve budget codes and determine sufficient funding for purchase requisitions and regional hiring.
- Review Purchase order listing monthly to ensure Purchase orders are liquidating within contract/grant liquidation period. Any open Purchase orders for closed grants and contracts ended must be followed with the program managers to ensure all invoices have been paid.
- Meets with Program Managers to discuss budgetary needs and budget realignments based on spending trends.
- Works closely with Regional Accounting staff to prepare budgets and track and analyze expenditures reported through the regional accounting system.
- Utilizes Budget Comparison Reports (BCRs) and run queries to monitor and ensure the accuracy of program budget.
- Performs other professional responsibilities as assigned.
Minimum Qualifications
- Associate degree in accounting, business/public administration, or finance from an accredited college or university AND four (4) years of fiscal analysis job- related experience.
- Two (2) years of experience at the lower level Budget Analyst 2 (FIP011) or equivalent position.
Preferred Skills/Qualifications:
Bachelor’s degree in Public Administration, Business Administration, Accounting, Finance and related area from an approved, accredited college or university AND Two years fiscal analysis work experience.
Strong proficiency in the use of Excel, including creating pivot tables, VLOOKUP and other components of the Microsoft Office (Word, Access, PowerPoint).
Experience running PeopleSoft queries.
Obtains a good understanding of holding pools and cost allocation methodologies.
Strong research and analytical skills.
Perform complex financial analysis and projects as requested by management.
