The City of Vacaville is accepting applications for the position of Human Resources Technician I/II in the Human Resources Department. Currently, two (2) full-time vacancies exist for this position. This recruitment will also establish an eligibility list for future part-time, full-time and limited-term vacancies in this classification that may occur over the next 12-month period.
 
Salary Information:
Human Resources Technician I - $62,284 - $75,707 annually
Human Resources Technician II - $69,205 - $84,136 annually

Human Resources Technicians provide technical and paraprofessional staff support in a variety of areas related to human resources administration including workers compensation and protected leaves, payroll and benefits and recruitment and personnel actions

Workers’ Compensation & Protected Leaves

  • Oversees daily administration of the Workers’ Compensation, Protected Leaves, DOT and Ergonomics programs.
  • Interprets and applies regulations related to Workers’ Compensation, FMLA, CFRA, PDL and other state and federal leave laws.
  • Communicates regularly with employees regarding medical conditions, life events and workplace injuries.

Payroll & Benefits

  • Administers employee benefit programs including health, dental, vision, life insurance and retirement plans, serves as primary point of contact for employee benefit inquiries and enrollment.
  • Ensures compliance with applicable laws and policies, coordinates with benefit providers and processes documentation for new hires, terminations and qualifying life events.
  • Processes bi-weekly payroll for all employees, ensuring accurate calculation of wages, deductions and withholdings in compliance with federal, state and local regulations.
  • Maintains and audits payroll records, responds to employee payroll inquiries and prepares reports for internal and external stakeholders.

Recruitment & Personnel Actions

  • Support the full recruitment and onboarding process by drafting job postings, screening applications, assisting with exams and interviews, conducting candidate pre-placement activities, assigning onboarding materials and updating HR systems.
  • Process and audit personnel actions to ensure accuracy and compliance with City policies, maintaining up-to-date information in HR and payroll systems.
  • Coordinate and monitor key HR programs such as performance evaluations, position control and employee training, organize schedules, materials and logistics.
  • Research, compile and organize HR data to prepare accurate reports, correspondence and presentations.
  • Serve as a responsive and helpful resource to employees and managers by providing timely information and support on a variety of HR topics.

Position Duties

MINIMUM QUALIFICATIONS

HUMAN RESOURCES TECHNICIAN I
Education:  Equivalent to an Associate’s degree with coursework in Human Resources or a closely related field.
Experience:  Three (3) years of increasingly responsible work experience performing administrative and technical support.  

HUMAN RESOURCES TECHNICIAN II
Education:  Equivalent to an Associate's degree with coursework in human resources or a closely related field.  Specialized training in public Human Resources administration is highly desirable.  
Experience:  Two (2) years work experience performing increasingly responsible duties in a position equivalent to Human Resources Technician I in the City of Vacaville.
