SUMMARY: Under the general supervision of the Program Administrator - Fair Hearings & Legal Affairs, performs highly responsible, complex, and varied administrative and analytical work to ensure IRC’s compliance with their obligations under the California Public Records Act (PRA) pursuant to the Disability Equity, Transparency, and Accountability Act of 2024 (AB 1147; Welfare and Institutions Code § 4639.76). Responsible for overseeing, coordinating, analyzing, processing, evaluating, and responding to PRA requests. Has no supervisory responsibility.
SALARY RANGE:
- $26.9584 - 41.8213 per hour
SIGN-ON BONUS!
- $250 sign-on bonus after the completion of 90 days of employment at IRC with work performance in good standing.
- $500 sign-on bonus after the completion of 6 months of employment at IRC with work performance in good standing.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Act as the main point of contact for PRA requests received by IRC.
- Develop, implement and update policies and procedures related to records management and responding to PRA requests.
- Respond to all PRA requests in compliance with PRA and any policies and directives of IRC and DDS.
- Prepare and maintains log to include the receipt of PRA requests, deadlines for response and production of records, details of records produced, and dates of production.
- Make appropriate redactions in records that are responsive to PRA requests and prepare appropriate redaction and exemption logs.
- Ensure compliance with all other applicable federal, state and local laws and regulations.
- Manage PRA requests and responses effectively, efficiently and in a timely manner utilizing appropriate computer systems and software applications.
- Work with the IT Department and other departments/units as necessary to access records in electronic file formats.
- Coordinate with other departments/units to gather and compile records responsive to PRA requests.
- Communicate effectively with requestors and collaborate with the legal department and other necessary departments to coordinate timely and appropriate responses to PRA requests.
- Prepare billings for costs incurred in preparing response to PRA requests, when allowed.
- Provide records by mailing, faxing, emailing, and/or uploading documents to requestors accurately and timely in accordance with the PRA and IRC’s policies and procedures.
- Assist in training IRC staff in PRA records management.
- As needed, provide back-up and assistance to Custodian of Records in responding to non-PRA requests and subpoenas.
- Keeps Program Administrator and Director informed of pending work, work in progress and any problems encountered.
- Must possess strong analytical skills and attention to detail.

- Comply with all administrative requirements; complete necessary paperwork and reports in a timely manner.
- Ability to organize work, set priorities, meet critical deadlines, and follow-up on work, as needed.
- Ability to perform work involving independent judgment, accuracy and speed.
- Comply with IRC’s Personnel policies and procedures.
- Maintains current skill level, seeks to maintain and expand relevant knowledge base.
- Use office equipment appropriately and report any need for repairs; keep work area at home and in the office neat and orderly and free from hazards.
- Utilize IRC’s IT systems as assigned, maintaining security and following applicable protocols, procedures, rules and requirements.
- Observe all safety rules and comply with IRC’s Injury and Illness Prevention Plan and Workplace Violence Prevention Plan.
- Maintain good attendance and punctuality.
- Perform different or additional work as assigned.
MINIMUM POSITION REQUIREMENTS:
- High school diploma or equivalent with 5 years of increasingly responsible professional administrative experience performing a variety of analytical functions and records management, including at least 3 years of direct experience in responding to PRA requests for a public entity/agency; certification in records management highly desired.
OR - Bachelor’s degree from an accredited college or university in records management, information science or management, business or public administration, or a related field with 3 years of increasingly responsible professional administrative experience performing a variety of analytical functions and records management, including at least 2 years of direct experience in responding to PRA requests for a California public entity/agency; certification in records management highly desired.
- Knowledge of general office practices and procedures.
- General knowledge of Microsoft Office software.
- Ability to spell and punctuate correctly and do basic math.
- Ability to follow oral and written direction.
- Good verbal and written communication skills.
