About the Department

The Chief Asset Management Officer is responsible for high-level portfolio management, oversight, and strategy related to real estate assets in which Opportunity Home San Antonio has ownership or ownership interest, inclusive of Low Income Housing Tax Credit (LIHTC) partnerships and Affordable Housing Communities. This includes portfolio oversight, regulatory oversight, corrective action for repositioning of underperforming assets, and disposing of non-strategic assets in accordance with the organization’s goals and objectives.

Position Duties

Essential Duties + Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed. These essential functions require a consistent presence in the work environment on a regular basis, and regular attendance must be maintained. 

Partnership + LIHTC Administration

  • Portfolio & Property Oversight.

    • Serves as the general partner or managing member officer for Public Facility Corporation (PFC) and Low Income Housing Tax Credit (LIHTC) mixed finance/partnership transactions.

    • Ensure properties remain in good physical condition and meet HUD standards

    • Oversee the Capital Fund for renovations, energy upgrades, and accessibility modifications.

    • Oversight of the Asset Management Department personnel.

    • Oversight of 3rd Party Management Partners. 

  • Financial Management

    • Monitor financial performance and physical condition of assets and implement corrective action as necessary. This includes a review of monthly financial statements, inspection reports, and other related reporting. 

    • Oversee the approval of the annual budget and major capital expenditures, including replacement reserve and other reserve funding requests.

    • Analyze assets and the markets to develop a financial evaluation for year 15 options per the partnership agreement, and deploy and oversee Executive Leadership decisions.

    • Provide financial and operational recommendations for the pre year 15 tax-credit partnerships, our owned portfolio (Affordable Housing Communities) and Public Housing.

    • Monitor financial performance and physical condition of assets and implement corrective action as necessary. This includes a review of monthly financial statements, inspection reports, and other related reporting. 

    • Review and assist in the preparation of various financial documents (balance sheet, income statement, statement of cash flow, and statement of earnings) and provide sound analysis and recommendations. 

    • Oversee Risk & Insurance to ensure the portfolio is adequately insured 

  • Compliance and Reporting

    • Review legal documents to ensure compliance and protections are afforded to Opportunity Home San Antonio and make strategic recommendations as needed, including Limited Partnership Agreements, Leases, and related documents. 

    • Oversee the lease-up of new developments and ensure that the asset receives the IRS Form 8609. 

    • Oversee the preparation and submission of monthly and quarterly MTW and Bond reporting.

    • Oversight of the Compliance Department to ensure accuracy of documents and regulatory compliance submissions submitted to state and federal allocating agencies, external partners, and lenders are accurate and completed timely manner. 

    • Oversight of regulatory agreement and LURA requirements to ensure continued compliance.

  • Strategic Planning

    • Develop long-term asset management plans for the housing portfolio.

    • Decide whether to rehabilitate, redevelop, or dispose of underperforming properties.

    • Explore partnerships with developers, nonprofits, or private investors to expand affordable housing supply.

  • Community Impact

    • Balance financial goals with the mission of providing safe, affordable housing.

    • Coordinate with resident services teams to improve tenant well-being.

    • Ensure properties support broader community development goals.

  • Other Duties and Responsibilities

    • Evaluate refinancing opportunities, including negotiating terms and structure with third-party lenders. Handle all aspects of transactions through closing and funding.

    • Manage evaluation and disposition of non-strategic real estate assets and manage third parties (brokers, attorneys, appraisers, environmental engineers).

    • Evaluate new real estate acquisitions/development proposals and make recommendations for deal structure based on review of deal terms and pro forma operating statements.

    • Evaluate proposals that utilize Moving to Work (MTW) funds. 

    • Develop and implement strategies for the repositioning of underperforming assets.

    • Oversee the evaluation and processing of licensing, lease, and easement requests in collaboration with the organization’s Legal department.

    • Oversee contract negotiations and review with counsel land use agreements for external parties. 

    • Act as the subject matter expert for commercial leasing activities, including term negotiations, tenant feasibility reviews, and contract reviews and execution. 

    • Complete all duties as assigned or requested as outlined in operational and procedural guidelines. These guidelines are maintained and issued in the event of an emergency situation that arises at a property or any other location that serves our residents or employees. 

    • Participate in Trauma Informed Care (TIC) initiatives to include training, workgroups, project assignments, etc., that are launched or implemented in order to achieve and/or maintain certification as a TIC organization.

    • Recognize the significance of a data-driven organization that adheres to expanded policies and practices in the area of data governance. Learn the distinct and different roles to include: Data Trustee, Data Domain Stewards, Data System Custodians, Data Stewards, and Data Users. Effectively collaborate with the various data roles as needed on a daily basis or in a project capacity.

Minimum Qualifications

Education

Required

  • Bachelor’s Degree in Business Administration, Finance, Real Estate, Urban Planning or a related field. 


Experience

Required

  • Twelve (12) years of relevant experience in asset and portfolio management, overseeing 5000+ multifamily units that include a various mix of finance layers. 

  • Five (5) years of management experience.

  • Must have the ability to learn and use cloud applications such as the Google GSuite applications, including but not limited to Google Chrome Browser, Gmail, Drive, Calendar, Docs, Sheets, and Slides. Understand document sharing and collaboration in the cloud. Experience and proficiency with Microsoft Office 365, cloud-accessible applications, including but not limited to OneDrive, Outlook, Word, Excel, and PowerPoint, or a MAC or PC desktop equivalent, is acceptable. 

  • Successful completion of a criminal history background check, education, work history verification, and drug screening test.

Preferred Education and Experience 

  • Master’s degree in Business Administration, Finance, Real Estate, Urban Planning or a related field. 

  • Asset Management, compliance, and/or portfolio management certification designations. 

  • Ability to learn cloud technologies such as LucidChart for diagram, workflow and chart drawing. Experience with Vizio or equivalent is acceptable. Basic understanding of Virtual Private Network (VPN) access to connect to internal business systems.

License + Certificates

Required

  • Will obtain relevant Mixed Finance Certification within eighteen months of employment in this position. 

  • Texas Class “C” driver’s license at the time of placement and insurable by the organization’s fleet and liability insurance carrier.

  • Must have the ability to earn certifications as required by assigned tasks.

Technical Skills

To perform this job successfully, the employee should have

  • Working knowledge of the financing, operations, and legal structure of LIHTC and mixed-income developments.

  • Knowledge of real estate finance structures, including development, construction, permanent loans, bond financing, and applicable legal documents.
