Responsible for the coordination, organization, and execution of programs and procedures which will support the efficient operation of the Human Resources Department and its functions relating to teaching professionals and Act 93 Administrators.

Oversee maintenance of personnel file management system, ensuring compliance with state and federal laws and district policies.
Assist in the hiring process for professional teaching staff and Act 93 administrators from recruitment, through interview, to selection of qualified personnel.
Assure District compliance with current laws and mandates related to employment issues and certification.
Assist with the district realignment staffing needs.
Work with the CBEA union representatives to ensure all actions and decisions follow the collective bargaining agreement.
Assist in the development of the annual budget as well as salary projections.
Assist in the administering of position control.
Assist Director in developing record retention policies and procedures relating to personnel file management and employee access thereof.
Make recommendations for appropriate changes in personnel systems and procedures, which lead to greater efficiency, cost savings, or other benefits for the district and its personnel.
Assist Director in legal matters, including but not limited to compilation or production of documents, grievance procedures, employee discipline, and research related thereto.
Compile and generate annual employee seniority lists; research and adjust petitions; organize and conduct yearly tie-breaking lottery.
Complete state and federal reports as required by law; complete surveys as requested.

Supervisory Responsibilities:
Supervision of support staff assigned to onboarding of new hires, clearances, EDR assignments, tuition reimbursement and course approval, PDE certifications, and salary column progression.
REQUIREMENTS:
Bachelor’s degree in Business or Human Resources preferred. At least five years of related experience in Human Resources or other business office. Supervisory experience preferred. Knowledge of principles and practices of personnel administration. Excellent verbal and written communication skills. Excellent interpersonal and customer service skills. Strong organizational and project management skills, with the ability to initiate solutions. Strong knowledge of personnel file management, and related software systems. Demonstrated capacity to supervise office staff, stressing the importance of motivation and teamwork.
Ability to make oral presentations to both large and small groups. HRIS skills and aptitude. Knowledge of Frontline and Tyler Munis preferred . Microsoft Office Suite, including Office 365, Excel, Word, Sharepoint, and Adobe Suite. Ability to create, manage, and edit spreadsheets and varied reports. Ability to quickly learn current and added software systems and district-based platforms.
