About the Department
As an independent agency of the Metropolitan King County Council, Board of Appeals and Equalization (BoAE) hears and decides on appeals made by King County agencies listed under King County Code 2.34.030. Our goal is to be a neutral and impartial hearing environment to protect each party’s due process rights and deliver fair decisions.
Position Duties
The successful candidate will create digital copies of appeal records for board members, provide excellent customer service to taxpayers filing appeals, and will serve as the records management lead for the Board of Appeals & Equalization.
Our ideal candidate will be able to:- Process and route appeal documents received by mail
- Digitize appeal records by scanning documents to a portable document format (PDF), then uploading digital copies to various databases
- Prepare and organize case files to be presented to the Board
- Provide excellent customer service by responding totaxpayers’ calls and emails regarding appeal matters
- Serve as the BoAE’s records management lead and disposition authority for the King County Records Management Program
- Employ working knowledge of office equipment, and ability to learn new technologies as needed
SUPPLEMENTAL JOB DUTIES
This position may occasionally:- Support hearings by note-taking, assisting with scheduling, running computer and audio equipment, securing meeting space, and troubleshooting computer and audio equipment and meeting space issues.
- Enter data and track tasks, and perform research as needed
Minimum Qualifications
Competitive candidates have 1 to 2 years of experience providing administrative support to results-driven work groups or any combination of experience and education that clearly demonstrates the ability to perform the position’s job duties.
Additionally, highly competitive candidates will demonstrate the following:
- Strong customer service skills in communicating with tact, discretion, courtesy, and professionalism in person, via email, and over the phone, as well as maintaining confidentiality.
- Possess organizational skills to ensure case files are properly assembled for the Board’s review
- Ability to learn and utilize multiple software applications, including audio recording and note-taking applications, record-tracking databases, web-hosted databases, and other applications as necessary.
- Proficiency in the use of Microsoft Word, Excel, and Outlook. Applicants MAY be tested on these skills.
- Troubleshoot software and equipment related issues, often on the fly in high pressure situations.
- Working knowledge of records management laws and ability to research these laws as necessary to properly respond to public records request and to comply with record retention requirements.
- Be willing to work on other projects as assigned. Be flexible and adapt as required, while working in a multi-faceted, fast-paced, and sometimes ambiguous environment.
In addition, it is highly desirable if you have the following training or certifications:
- Public records training or certification through Washington Association of Public Records Officers (WAPRO) or Municipal Research and Services Center (MRSC)

COMPENSATION AND BENEFITSThe hourly salary range for Legislative Secretary II is $39.27 to $52.81, depending upon qualifications. King County offers an excellent benefits package, including retirement provided through the Public Employees' Retirement System (PERS), offered through the Washington State Department of Retirement Systems; insurance options including medical, dental, vision, and life; paid vacation, sick leave, 12 holidays per year, and two personal holidays; and a hybrid work schedule.
WORK ENVIRONMENT
A standard workweek for most Legislative Branch employees is 35 hours. The King County Council is a hybrid work environment, with a combination of telework and in-person work. All King County employees must reside in Washington State and within a reasonable distance of their King County worksite.
