MetaPhase is seeking a Program Analyst to support strategic IT transformation programs at the U.S. Department of the Treasury. This role will provide high-impact advisory and program support across the IT service support for the Department’s dispersed workforce. The ideal candidate brings deep knowledge in IT program delivery, stakeholder engagement, acquisition support, and cloud modernization, and can operate independently in fast-paced environments. 
  
What You Will Be Doing: 
  • Support Treasury PMO teams in documenting current and target IT environments, consolidating end-user services, and establishing governance models 
  • Coordinate and manage stakeholder intake processes for cloud service requests, including discovery, cost estimating, and project initiation 
  • Draft, refine, and track deliverables such as project plans, status reports, acquisition packages, and governance documentation 
  • Maintain stakeholder communication plans, intake databases, document libraries, and shared knowledge repositories 
  • Act as a liaison across business, IT, procurement, and financial teams to support cloud migrations and IT infrastructure transitions 
  • Support functional assessments, business process reviews, and requirements gathering sessions 
  • Participate in operational governance activities, change management planning, and policy development
What We Need From You (Required):  
  • 7–12 years of experience supporting federal IT programs, including program analysis, governance, cloud intake, or IT acquisitions with proven experience gathering requirements, analyzing data, and developing process documentation and stakeholder communications
  • Experience working within or supporting OCIO, PMO, or Infrastructure Operations organizations, including with federal IT modernization initiatives and Cloud Service Providers (AWS, Azure, GCP, Oracle Cloud)
  • Experience preparing acquisition-related deliverables such as SOWs, IGCEs, market research, or procurement trackers
  • Strong written and verbal communication skills with the ability to tailor information to technical and non-technical audiences
  • Ability to work both independently and in cross-functional teams in fast-paced, dynamic environments
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint), SharePoint, and collaboration platforms (Teams, ServiceNow) 

Bonus Points (Desired):

  • Experience supporting the Department of the Treasury or similar federal clients 
  • ITIL certification or familiarity with IT service management frameworks 
  • PMP, FAC-COR Level II or III, or equivalent acquisition certification 
  • Familiarity with PRISM, CPIC, or IT governance tools 
  • Agile or SAFe experience 
 
Work Setup & Travel:  
  • Hybrid – 2–3 days onsite in Washington, DC (primary location: 1750 Pennsylvania Ave NW); local travel may be required in the DC metro area; remote work with government approval 
Clearance Level: 
  • High Public Trust (Tier 4); U.S. Citizenship required. 

Education Level:

  • Bachelor’s degree in IT, Business, Public Policy, or related field 
Compensation:  
  • Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is 125k-135k
