Job Summary:

The Nursing Supervisor is part of the Nursing team that supports ETS’ mission through managing the day-to-day functioning of the opioid treatment program dispensary and nursing staff for a specific ETS clinic and/or ETS mobile unit.

This role makes a critical difference at ETS by providing services to patients that can be lifesaving. Nurses provide compassionate and nonjudgmental care to all patients seeking treatment.

This role requires a blend of clinical acumen, organizational prowess, and interpersonal skills to handle the complexities of healthcare delivery while maintaining a focus on person-centered care

What you contribute to this role – Responsibilities:

  • Help ETS succeed in carrying out our mission through working together with other staff to transform systems of harm and inequity to create different approaches to improving community health and safety through addressing substance use and homelessness.
  • Assist with the organization-wide initiative to reimagine our interconnectedness within our community to overcome the aspects of our society and organizational culture shaped by white supremacy and settler colonialism.

Supervisory and Administrative Duties

  • Direct Supervision and mentorship of a team of registered nurses and licensed practical nurses.
  • Supervisors are responsible for coaching, team building, and handling disciplinary matters.
  • Ensure the delivery of high-quality patient care in accordance with organizational policies and procedures
  • Leadership and operational oversight: contributes significantly to the overall efficiency and effectiveness of healthcare services.
  • Line, Staff and Team Authority: Lead daily dispensary operations and participate in collaborative decision-making with interdepartmental leaders in achieving specific patient and operational outcomes.
  • Scheduling: Manage nursing staffing levels, scheduling, and workload distribution to ensure efficient and effective operation of medication units.
  • Responsibility for fostering professional training and development: Provide new hire staff training as assigned and manage the new hire onboarding experience, identify skill gaps and develop training opportunities for nurses to enhance their knowledge.
  • Enhancing Team Productivity: implement strategies to boost productivity, optimize workflows and time management.
  • Reporting to Management: weekly reporting regarding team progress, project status, employee productivity and therefore providing critical insights into the department's performance.
  • Participate in agency interviews including interdepartmental interviews.
  • Adhering to Company Policies and Procedures: understand and adhere to all company policies, ensuring that team members are aware of and follow these guidelines. Responsible for integrating new policies and procedures into daily operations and providing training.
  • Responsible for assisting with conflict resolution among nursing staff.
  • Assist in the planning for all Dispensary services, as well as evaluate the needs and effectiveness of current practices. This includes all dispensing activity, maintenance of medication records, and accurate execution of medication orders.
  • Assist ADON/DON in reviewing relevant patient and medication incidents in the electronic medical record and provide timely and accurate resolution on issues as they arise.
  • Participate in departmental and interdepartmental care team meetings, staff meetings, and provide updates as required including Leadership Council meetings and committees.
  • Facilitate Effective Meetings: Organize meetings, ensuring they have clear objectives, and agendas.
  • Project Management Ownership: Set clear goals for the project, define tasks and responsibilities, assign tasks, and implement timeline.
  • Payroll: Review and approve electronic timesheets for direct reports.
  • Documentation: Provide training and oversight of documentation for services in EHR.
  • Adverse Events and Incident Reporting: Responsible for completing investigations and follow up when required to implement corrective action plans and training plan.
  • Policies and Procedures: Participate in the review and development of policies and procedures.
  • Performance Evaluations: Follow organizational procedures to monitor and evaluate the performance of team members, providing regular feedback and coaching in accordance with agency policies, established goals, state regulations, and agency values.
  • Human Resources (HR): Consult and collaborate with HR regarding employee concerns and complaints, including providing regular performance evaluations.
  • Care Coordination: Assist in serving as liaison with other departments and with the community as needed to coordinate patient care.
  • Electronic Health Record (EHR): Function as a point of contact with the IT team, EHR support and development staff to troubleshoot issues and follow up on requests and concerns as needed.
  • Provides coverage as needed when the Associate Director of Nursing or Director of Nursing is out of the office.

Patient Care

  • Per the Washington State Board of Nursing: The RN practices nursing care independently using the nursing process. The RN functions interdependently when carrying out a medical regimen under the general direction of an authorized health care practitioner: Licensed physician (MD), physician assistant (PA), advanced registered nurse practitioner (ARNP).
  • Dispensing Medications: Prepares and dispenses medications as ordered by a medical provider; evaluates and documents the effectiveness of medications and any adverse reactions.
  • Nursing Care: Provide direct nursing care using the nursing process, ensuring a compassionate and supportive experience for all patients.
  • Collaborate with the Medical Director, Associate Medical Director, or Medical Providers for patient care, medication orders, or clarification.
  • Patient Education: Promote health, wellness, and provide patient education.
  • Utilize verbal and physical de-escalation techniques to manage behaviorally escalated/aggressive patients.
  • Perform Testing services: Breathalyzers, Drug Testing
  • Recordkeeping and patient confidentiality: Maintain accurate documentation in the electronic medical records (EMR) system.
  • Callbacks: Complete patient medication callbacks
  • Person-centered care: Through promotion of shared decision-making between the patient and health-care provider while reinforcing respect for the patient’s values and preferences as they make decisions about their treatment. Integrate culturally responsive care and inclusiveness.
  • Collaboration: With both internal and external multidisciplinary teams to provide nursing consultation and guidance regarding the health needs of potential and current patients.
  • Trauma Informed Care: Promote person-centered and trauma-informed care grounded in the use of non-stigmatizing principles and language.
  • Infection Prevention: Strict adherence to universal or standard infection control precautions as promoted by the Center for Disease Control and Prevention.
  • Patient Emergencies: Follow ETS policies and procedures which outline how to respond to patient emergencies, including when to contact 911 for emergency medical services and when to contact 988 or local crisis numbers for mental health or substance use-related crises.
  • Patients’ Rights and Informed Consent: Be familiar with informed consent policies at ETS to address any patient questions during the delivery of patient care. Informed consent supports treatment by ensuring patients have a clear understanding of medication side effects and risks, patient responsibilities, and ETS policies. All ETS staff will promote a sense of safety among patients and ensure that they are treated with dignity and respect.
  • Continuity of Care: Facilitate the continuity of care during transitions of care to minimize the possibility of disruption in access to services.

Adverse Events & Incident Reporting:

  • Compliance with regulations. Adhering to nursing regulations at local, state, and federal levels. Adhere to relevant legal and ethical guidelines.
  • Continuous Quality Improvement: Participate in quality assurance and quality control plans.
  • Mandatory Reporting: Per local, state, and federal regulations.
  • Patient Safety: The RN is always responsible for providing safe, competent nursing care. Assess safety and risk to self or others and take appropriate crisis intervention measures when indicated.
  • Patient Advocate: Act as patient advocate in health maintenance and clinical care.
  • Patient Information Protection: Follow all policies and procedures with regard to patient confidentiality, including mental health and alcohol-drug patient confidentiality (42 CFR) and HIPAA (45 CFR) and per ETS policy.

Medication Inventory and Accounting

  • Medication Inventory and Accounting Management: Properly manage and account for controlled substance inventories during each shift.
  • Ordering and receiving medication inventory.
  • Accurate Recordkeeping: Required for all controlled substances within each medication unit, dispensed records and all other associated records.
  • Investigate and follow up on active medication inventory bottle issues.
  • Diversion Control Plan (DCP) monitoring and oversight.
  • Maintain current knowledge of healthcare regulations, standards, and best practices per DEA, DOH, PQAC, SAMHSA Regulations and all other OTP regulations ex) 21 CFR, 42 CFR Part 2 & 8, WACs, RCW, WA Board of Nursing (BON)
  • Shared Responsibility of maintaining and upholding regulatory compliance within the nursing department.

Dispensary Operations

  • Medication Units: Work under the supervision and direction of the Medical Directors, Program Sponsor, and the Nursing leadership team.
  • Maintain registered nursing professional standards of care. Demonstrate professionalism by adhering to the standard code of conduct and performance standards.
  • Fostering a collaborative and supportive work environment to create a work atmosphere that promotes collaboration, respect, and well-being.
  • Workflow Efficiency and Problem Solving: Respond to operational challenges and consult with the ADON, DON, Program Sponsor, and Medical Directors as necessary.
  • Ordering and management of dispensary supplies.
  • Participate in internal regulatory audits including DEA, DOH, PQAC, SAMHSA, SOTA, and others.
  • Submit Qstatim reports if indicated, including attending care team meetings and participating in developing corrective action plans.
  • Participate in quality improvement initiatives and performance improvement projects.
  • Facilitates Learning: Fosters a learning environment for the patient, nursing team, and other members of the healthcare team, including students.
  • Aligns Practice with Safety and Quality: Accountable for safety, identifies and corrects problems, integrates evidence, and best practice into nursing care; uses data and evidence to improve patient outcomes.
  • Regulatory Compliance: Adhere to all federal, state, and local regulations.
  • Dispensing equipment and electronics: Collaborate with IT and manufacturers to report and address issues.
  • May host visiting staff and visiting students in the dispensary as requested.
  • Central Registry: mandated reporting by mobile units as required by the State Opioid Treatment Authority (SOTA).
  • Support the mission and teams with all other duties assigned. Additional duties as assigned.
  • Local travel may be required on behalf of the agency.

Requirements

What you bring to this role – Qualifications:

Credentials &/or Licenses:

  • Registered Nurse (RN) or Nurse Practitioner (ARNP) valid to practice in the state of Washington
  • OR: Physician Assistant (PA-C)
  • Healthcare CPR/AED & First Aid (BLS)

Education and/or Relevant and Lived Experience (if applicable):

  • Previous management in a similar role
  • Previous experience in an Opioid Treatment Program is highly preferred
  • Knowledge of medications used in MOUD
  • Active, restriction-free Washington State Driver's License required, with an acceptable driving record.

Knowledge and Skills:

  • An understanding of racial justice and social equity and a commitment to helping create an equitable environment for all ETS clients and patients as well as fellow staff.
  • Ability to establish and maintain effective working relationships with clients, patients, and staff from a wide variety of ethnic, socioeconomic, and cultural backgrounds.

  • Excellent organizational skills and ability to prioritize workload, work independently, and complete tasks timely and efficiently.

  • Knowledge of all federal and state regulations pertaining to the storage, ordering and dispensing of scheduled substances.
  • Ability to present information effectively and respond to questions from patients, staff, referral sources and the general public.
  • Ability to maintain confidentiality and use discretion when handling highly sensitive information.
  • Ability to set boundaries, resolve conflict and de-escalate issues.
  • Computer literate, with basic knowledge of Microsoft Office Suite (or equivalent suites such as Google Workspace), as well as a high level of initiative in keeping current with technological changes.? Skills needed include basic functions such as utilizing MS Outlook email and calendaring programs (or equivalent) and sending attachments, using MS Teams or equivalent chat, call, and videoconference features, and navigating search engines such as Edge or Google and carrying out browser searches and website benchmarking steps.

Additional Essential Information:

Physical Conditions and Requirements:

  • The employee may be exposed to illicit drug residues and fumes or other bio-hazardous materials when carrying out job functions. There is also potential for exposure to bloodborne pathogens. ETS will provide employees with appropriate training to limit the risk of exposure to bloodborne pathogens. Policies and procedures are in place addressing each item specifically.
  • The employee is regularly required to sit; use hands to finger, handle or feel objects, tools, or controls; reach with hands and arms and talk or hear; frequently required to stand, walk, and kneel; occasionally to climb balance, or stoop; rarely to crouch or crawl.
  • The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close, color, and peripheral vision and the ability to adjust focus. The noise level in the work environment is moderate.

Equipment Used:

  • Computer, photocopier, fax machine, phone, breathalyzer, EKG, glucometer, and other small medical devices.
  • A company vehicle is used as a regular part of the role.
