PRIMARY PURPOSE: Direct and manage the payroll department of the District and ensure compliance with applicable state and federal laws and regulations governing school district payroll.
QUALIFICATIONS: Education/Certification: Bachelor’s degree in Accounting required Special Knowledge/Skills: Knowledge of fund accounting and auditing principles Ability to work with numbers in accurate and rapid manner Ability to use software to develop spreadsheets, databases, word processing and data analysis Strong organizational, interpersonal, and verbal and written communication skills Ability to effectively present information to small and large groups of employees Knowledge of general liability, public school sovereign immunity, federal and state compliance laws and Workers’ Compensation Law Knowledge of payroll liability payments Knowledge of Teacher Retirement System Ability to interpret policy, procedures, and data Knowledge of budgeting procedures Knowledge of EOY reporting for payroll accruals
Experience: Three years’ experience in school business management and payroll in a school district or private sector.
MAJOR RESPONSIBILITIES AND DUTIES:
PAYROLL • Implement TEA Financial Resource Guide for the Payroll Department • Direct and control payroll preparation and production, including regular, special, and supplemental payrolls. Ensure adherence to standards and procedures, and take steps to correct problems, delays, and inaccuracies. • Direct, develop and implement payroll procedures to ensure timely processing of payroll and the applicable payment of all benefits and payroll deductions. • Ensure accuracy of payroll data input and calculations, balancing each payroll prior to check disbursement. • Control payment of all liabilities generated through payroll, including taxes, Teacher Retirement System (TRS) deposits, insurance, 403b, 457, and child support. • Direct payroll operations with other accounting and data processing units, confer with other administrative and technical staff regarding changes and new systems, and participate in developing, implementing, and testing procedures. • Process and resolve direct deposit and other banking interactions • Interface with administrators, principals, directors, and staff regarding payroll-related issues. • Assist with the equitable resolution of complaints, concerns, and problems in the area of payroll. • Work cooperatively with human resources and business services to process hiring, leave, terminations, and other employment-related issues. • Compile, maintain, and file all reports, records, and other documents required including auditable records. • Direct and oversee all TRS reporting and compliance issues. • Direct and oversee time clock management system for the district employees. • Prepare information for outside agencies related to payroll • Prepare annually the payroll calendar for monthly and bi-weekly pay dates • Direct and manage the IRS levies, child support orders, medical support orders, student loans, and bankruptcy orders. • Perform all duties required to comply with perfect attendance and incentive polices for payment.
Personnel Management • Prepare, review and revise department job descriptions. • Develop training programs to ensure exemplary efficiency and reporting of payroll data.
Professional Growth • Pursue professional development through reading, attending conferences, and involvement with related agencies.
Other • Perform all duties in a safe manner to avoid injury to oneself and/or to others • Perform other related duties as assigned. • Prepare and direct the preparation of reports as required for payroll services by the Board of Trustees, Superintendent, Deputy Superintendent, and outside agencies.
Policy, Reports, and Law • Assist the Assistant Superintendent for Finance & Operations in the development and submission of the departmental budget. • Responsible for quarterly annual reports for the insurance funds and expenditures. • Keeps the Assistant Superintendent for Finance & Operations informed on the operational affairs of the Payroll Department.
WORKING CONDITIONS: Mental Demands/Physical Demands/Environmental Factors: • Maintain emotional control under stress; occasional district and statewide travel; occasional prolonged and lar hours.
