The Department of Community Health is seeking qualified candidates for the position of Procurement and Plan Operations Director, with the State Health Benefit Plan Division (SHBP). This is a hybrid position that requires in-office and remote work with the approval of the supervisor. The days and frequency in the office can change at any time during employment based on the business needs of the organization. This is a full-time, unclassified position categorized under the Fair Labor Standards Act (FLSA) as non-exempt.
Job Summary:
The Director of Procurement and Plan Operations leads and oversees procurement, compliance, and operational functions for the State Health Benefit Plan (SHBP). This role is responsible for developing, recommending, and implementing policies, procedures, and strategic initiatives related to SHBP operations and health plan procurement. The Director manages subordinate managers and staff, provides guidance on agency policies affecting SHBP, and delivers leadership across multiple units and departments to ensure alignment and operational excellence.
Position Duties
Provides oversight and strategic direction for all SHBP projects related to procurement activities, including new vendor implementations (e.g., pharmacy, wellness, third-party administrators) and changes with existing vendors and programs. Ensures alignment with agency goals and objectives.
Oversees the development and ongoing management of programs and projects consistent with the agency's strategic initiatives.
Leads the design and execution of compliance and monitoring activities for new programs, including Performance Assessment Reports (PARs), Performance Guarantees (PGs), call calibrations, audits, Service Organization Control (SOC) reports, and readiness reviews. Ensures adherence to applicable rules, regulations, and agency policies.
Directs the preparation and submission of Contract Action Reports (CARs), amendments, and renewal documents. Coordinates with internal departments, such as Legal, to ensure accuracy and compliance.
Oversees SHBP data analysis and reporting functions, ensuring accurate and actionable insights for program and policy evaluation.
Manages the tracking and analysis of financial data, including expenses and vendor invoices, ensuring accuracy, accountability, and budget alignment.
Leads the development and reporting of Key Performance Indicators (KPIs). Collaborates with DCH Performance Management to identify, define, and measure metrics aligned with strategic goals.
Oversees the review and evaluation of monthly, quarterly, and annual performance guarantees. Coordinates with both new and existing vendors to ensure proper documentation, agreement on goals, and compliance with contractual obligations.
Guides the development and implementation of SHBP strategic goals, policies, and operational guidelines. Participates in the formulation, revision, and interpretation of policies and procedures to align with agency objectives.
Represents the department on committees, workgroups, and external stakeholder meetings as needed.
Participates in the planning, coordination, and execution of long-term departmental and divisional goals and objectives.
Provides leadership and direction to staff within the Health Plan Procurement and Operations unit. Responsible for hiring, training, evaluating, and when necessary, disciplining or separating employees to ensure team effectiveness and performance.
Performs other related duties as assigned.
