About the Department

Performs intermediate technical and professional work developing and executing strategic communications and marketing efforts with a primary focus on supporting the City’s Economic Development program. This includes creating campaigns and content to attract businesses, investors, and residents, as well as promoting major economic initiatives. The Position also assists with general City communications as assigned. Work is performed under the limited supervision of the Communications Supervisor, in close collaboration with the Economic Development team.


This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires standing, walking, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

Position Duties

  • Plan, organize, and execute strategic marketing and promotional campaigns to highlight the City’s economic development projects, available sites, incentive programs, and business-friendly environment.
  • Collaborate with the Economic Development team to create materials that attract and retain businesses, talent, and investment.
  • Promote key initiatives through targeted campaigns, media outreach, and digital marketing strategies.
  • Track and analyze campaign performance using industry-standard analytics tools; prepare regular reports for Economic Development and City leadership.
  • Use data insights to adjust and improve marketing strategies for greater impact.
  • Design and produce marketing materials including brochures, flyers, press releases, newsletters, social media graphics, etc. 
  • Capture and edit photos and videos for use in economic development storytelling, presentations, and online promotion.
  • Support the promotion of City-hosted or partnered events related to business recruitment, workforce development, and community growth.
  • Assist with coordination at events, including media coverage, photography, and on-site communications.
  • Create post-event summaries, success stories, and promotional videos that highlight outcomes and return on investment.
  • Stay informed on trends and best practices in economic development marketing, digital communications, and brand promotion.
  • Provide communications support to other City departments when needed, ensuring consistent branding and messaging.
  • Perform related tasks as required.

Minimum Qualifications

General knowledge of marketing, communications, public relations, and dissemination practices and procedures, media relations and community relations. General knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.  General knowledge of digital marketing, economic development marketing, development and use of websites and social media outlets. Knowledge of practices, materials, techniques, and equipment pertinent to the job assignment, including use of Adobe Creative Suite, Premiere Pro, Windows Office, Photo and Video Cameras; proficiency in Associated Press (AP) Style, Facebook, SharePoint, Word, Excel, Outlook, PowerPoint, Adobe Photoshop, Constant Contact, HubSpot, Google Analytics, Meta Business Suite, Hootsuite. Ability to communicate ideas clearly and concisely, both orally and in writing; ability to prepare a variety of promotional materials including flyers, brochures, schedules, and press releases; ability to plan, organize, and prioritize multiple projects and deadlines; ability to establish and maintain effective working relationships with members of the media, governmental officials, supervisors, associates and the general public. 


EDUCATION AND EXPERIENCE:

Any combination of education or experience equivalent to graduation from an accredited college or university with a Bachelor’s Degree with major course work in marketing, communications, public affairs, journalism, business administration or related field and two (2)  or more years of experience in communications, marketing, or business administration. 

Other Qualifications

Possession of an appropriate State of North Carolina driver’s license.

Ability to work evenings, weekends, or holidays as needed for City events or emergencies. 

Experience in local government, economic development, or business recruitment is a plus.

Marketing certifications, such as Certified Digital Marketing Professional, Hootsuite Social Marketing Certification, etc. preferred.
