Description

NOTE:  New hires are budgeted to start in the $78,000 - 80,000/year range, depending upon experience.

The Sr. Manager of Transportation is responsible for all aspects of the management, operation, and outreach for the Transportation department. Ensures day-to-day management of all driving related activities including drivers, safety risk management, record keeping, dispatch/scheduling, and oversees maintenance management and compliance with contractual provisions.  Manages the financial performance of the department, including working with funders to keep up with the cost of operating rural transportation services.  Represents the Transportation Assistance Program (TAP) and Pay Your Pal Programs in the community, provides program outreach, and recommends service changes to respond to community needs.  Attends county-wide offerings of Transportation meetings and committees.

Essential Duties and Responsibilities:

  • Manage personnel in TAP operations including recruitment, training, directing, supervision, performance evaluation, and administration of discipline
  • Build, mentor, and inspire a team that responds with trust in your leadership, resulting in high staff morale, productivity, teamwork, and retention; demonstrate personal integrity and trustworthiness
  • Develop, implement, and refine program and department policies, procedures, goals and objectives, including financial and service targets that stay on budget and hit contractual metrics
  • Assist in the finding and completion of grant applications for contracts for federal and state public transportation programs
  • Secure business contracts to provide Non-Emergency Medical Transportation and diversify funding sources
  • Oversee vehicle maintenance plan.  Seek vendors with contract pricing
  • Identify vehicle needs and leads the procurement process with strong negotiation skills and stewardship of agency and grant funding
  • Develop and execute plan to expand community outreach and information regarding program services, eligibility requirements, and intake processes. Responsible for establishing appropriate relationships and working agreements with other services that are helpful to the program and its clients.
  • Evaluate operations and makes changes or improvements where necessary.
  • Responsible for and ensures the compliance and preparation of all reports management, analysis, and development. Monitor,  measure, and improve daily, weekly, and monthly KPIs.
  • Assure compliance with state and federal laws and regulations, as well as data gathering and service standards contained in all contracts.
  • Process and address customer and employee commendations and complaints
  • Work in cooperation with agency finance, human resources, administrative departments and establish and maintain positive working relationships with other programs
  • Ensure successful and timely implementation of training programs and refinement of training materials and procedures as needed
  • Ensure maximum efficiencies in routing and dispatch while meeting or exceeding metrics
  • Oversees transportation related safety and risk management
  • Establish and ensure complete customer eligibility screening, customer service, scheduling, reservation, routing, dispatching, supervision, fare collection, and transportation service
  • Provide timely and accessible communications with internal and external customers
  • Analyze productivity, trip lengths, driver routing, ridership trends and other critical data to ensure optimal and efficient service delivery
  • Remain on-call during TAP service hours
  • Regular and routine attendance
  • Other duties as assigned

Qualifications


Minimum Qualifications:

  • B.A degree in Transportation, Business Administration or a related field or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities
  • Five plus years of progressive management in the Paratransit industry and/or experience in transportation management, with proven experience in managing logistics and growing a department in both funding and size.
  • Demonstrated experience in strategic project development, considering practical implications and executing to completion
  • Negotiation and conflict resolution skills
  • Familiarity and knowledge with technical and operational issues in the provision of transportation service for the disabled and elderly as they apply to the American with Disabilities Act (ADA) to include working knowledge of passenger eligibility screening for complementary Paratransit service.
  • Effective verbal and written English language communication skills.
  • Experience interacting with persons with mental and physical disabilities and coordination with service providers and organizations serving the elderly and individuals with disabilities
  • Effective working knowledge of Microsoft Office suite (Outlook, Teams, Excel, Word, PowerPoint); comfortable navigating in Microsoft Windows environment and using internet browsers. 
  • Working knowledge of computer applications for the Paratransit industry to include computer hardware, network and software support, computerized scheduling, and dispatching.
  • Knowledge of Snohomish County/service area
  • Knowledge of managing vehicle care and maintenance programs
  • Require strong skills in public speaking and presentations
  • Must have current Washington State driver’s license
  • Must be fully vaccinated per program or agency requirements.

Absent any regulatory or contractual requirement for specific education/certification, other combinations of applicable education, training, and experience which provide the knowledge, skills, and abilities necessary to perform effectively in the position may be considered.

Preferred Qualifications:

  • Experience in the non-profit sector
  • Professional certifications in transportation
  • Experience with diverse communities
  • Fluency in other languages in addition to English

 

Work environment and physical demands:

  • This work is performed in an office environment and/or in public venues.
  • Must be able to use full range of senses including hearing, sight, touch and smell as needed to complete the job's essential duties.
  • Must be able to lift at least 25 pounds occasionally related to equipment/supplies for public presentations.
  • Work requires occasional travel away from the office during normal business hours.

SUMMARY OF BENEFITS

Employees working 25 hours or more are eligible to enroll in medical, dental, vision, basic life, and critical illness insurance. Employees scheduled for 25-29 hours per week are considered part time and eligible to enroll with an increased cost-share. Employees working 20 hours or more per week receive 11 designated paid holidays plus 2 "floating holidays", and new hires accrue Vacation time at a rate of approx. 1 hour for every 18 worked (approx. 15 days per year). All employees accrue Sick time at a rate of approx. 1 hour for every 22 worked (approx. 12 days per year). Employees age 21 and older are able to enroll in our 401K plan immediately upon hire and, after one year worked and at least 1000 hours worked, will be eligible for our matching program.
