About the Department

The MBTA is seeking a Government Programs Compliance Officer to operationalize key processes and activities and actively monitor internal and external federal program obligations. This person will work hand-in-hand with MBTA internal and external stakeholders to monitor contract compliance and provide assistance and oversight of USDOT-assisted professional service and materials projects for the MBTA to ensure agency objectives are met in order to maintain MBTAs obligation to US DOT requirements. 

Position Duties

  • Analyze contracts and task orders to verify project information and monitor compliance with Federal and MBTA Civil Rights Program procedures.
  • Ensure certification status of potential MBTA consultants and subconsultants prior to and after project award.
  • Report incidents of sub/consultant non-compliance with Federal Disadvantaged Business Enterprise (DBE) program regulations to the Assistant Director of Government Compliance.
  • Provide regular updates and analyses of contracts’ performance results and report key metrics, forecasted performance and anticipated risks.
  • Attend project-related meetings to ensure requirements regarding MBTA Civil Rights program requirements are met.
  • Create and maintain project files.
  • Collect, review and consolidate project data from multiple sources and transform into Excel database and/or Trello Board.
  • Perform all other duties and projects that may be assigned.

Minimum Qualifications

  • Bachelor’s degree from an accredited institution.
  • Three (3) years of experience in contract compliance, or engaging in implementing, monitoring and/or providing support to M/W/DBE programs.
  • Experience with projects that require attention to detail and the ability to multi-task efficiently.
  • Excellent customer service, communication, conflict resolution, and comprehension skills.
  • Knowledge of Microsoft Office applications (Word, Excel, PowerPoint, Access).
  • Ability to work effectively with a diverse workforce.
  • The ability to travel to MBTA project sites, via subway, commuter rail, bus, ferry, or company vehicle is required.

Other Qualifications

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the Bachelor’s degree requirement 
  • An Associate’s degree from an accredited institution an additional three (3) years of directly related experience substitutes for the Bachelor’s degree requirement 
  • A Master’s degree in a related subject substitutes for two (2) years of general experience. 
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.

Preferred Experience and Skills

  • A bachelor's degree from an accredited institution in Public Management, Political Science, Business, or a related field.
  • Familiarity with Federal Civil Rights Statutes.
  • Familiarity with State and Federal transportation programs.
  • Experience with compliance and enforcement of State and Federal programs.
