**The recruitment for this position is open to current King County employees only and will be used to fill 1 Special Duty Assignment (SDA) position. The SDA is anticipated to end April 17, 2026, with the possibility of extension.
King County Road Services Division is seeking a Construction Inspection Engineer II for the Construction Management and Inspection Unit. Responsibilities include inspecting on-site construction activities, administering construction contracts, and documenting activities related to the implementation of Capital Improvement Projects, such as fish passage restoration, traffic safety improvements, and bridge replacements. Position Duties
Applying equity, racial, and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.
- Act as the on-site inspector for various types of construction projects: bridges, retaining walls, large culverts (concrete and steel), drainage systems, earthwork, paving, illumination, traffic signals, traffic guardrail and barrier, ADA ramps, stream enhancement with bank restoration, mitigation sites, landscaping, and traffic control and safety features.
- Perform construction inspection duties in accordance with the Local Agency Guidelines (LAG) for Contracting Agencies, WSDOT Construction Manual, the WSDOT Standard Specifications and the Contract Documents for a variety of County Road Infrastructure projects including but not limited to:
- Act as on-site representative between the Contractor and King County
- Measure and document the use of specific quantities for the project.
- Ensure materials are certified prior to acceptance for payment.
- Prepare monthly progress payments.
- Monitor and document specific construction activities on the project.
- Provide support on various other tasks assigned.
- Document construction progress or on-site conditions with project photos.
- Collaborate with project support services including Materials Laboratory, Survey, Environmental, Traffic and affected private Utilities.
- Other duties as assigned.
Minimum Qualifications
- Bachelor’s degree in civil engineering or related field with a minimum of 2 years of civil engineering experience, or relevant education and experience demonstrating knowledge of construction and engineering principles applicable to road, bridge, and stream construction projects including paving.
- Experience demonstrating progressively responsible construction expertise with a strong emphasis in construction practices such as constructing embankments, excavations, bridge foundations, bridge substructure and superstructure, drainage improvements, precast box culvert installation, retaining walls, concrete placement, grading, surfacing, paving, membrane liner installation, stream bank protection, pavement marking, traffic barrier and guardrail installation, as well as illumination and traffic signal construction.
- Experience with Capital Improvement construction contracts.
- Proficiency in reading and interpreting engineering plans and specifications for road, bridge, and stream construction projects.
- Familiarity with survey, including experience in reading and interpreting field stakes such as slope stakes, drainage stakes, and location stakes for various construction features.
- Demonstrated ability to collaborate effectively in diverse team environments and maintain productive relationships with property owners, management, and various agencies or interest groups.
- Demonstrated experience in problem-solving and conflict resolution related to construction contract management.
- Proficiency in Microsoft Office products such as Teams, One Drive, Word, Excel, Project, Outlook and PowerPoint, as well as review and editing software such as Adobe Pro or Bluebeam.
- Strong skills in oral and written communication, and exceptional customer service abilities.
- Ability to perform effectively under tight deadlines.
- Demonstrated record of consistent and reliable attendance.
REQUIREMENTS:
- An offer of employment will be contingent upon the successful completion of pre-employment physical examination.
- Must have a valid Washington State Driver’s License.
- Must be able to lift and carry up to 30 pounds, including large, rolled plans.
- Physically able to traverse development, mining, and/or construction sites.
- Must be able to perform work in the office and field.
- Must be able to safely negotiate and traverse steep slopes.
- Must be able to bend and lift to load equipment into vehicles.
- Must be able to work in inclement weather conditions.
- Must be able to work effectively in an active and busy traffic environment.

INTERVIEW SCHEDULE: First review of applications will take place the week of 8/18/2025. Those applicants who pass the initial screening will be invited to participate in an interview the week of 8/25/2025.
WHO MAY APPLY: Special duty opportunities are open only to current King County career service employees who have completed their initial probation. Special duty applicants must have approval from their current supervisor to accept an assignment. First consideration will be given to current C1 PROTEC17-DES, DLS, DNRP members in the same classification that are eligible for lateral transfer.

WORK SCHEDULE: The work week is normally Monday through Friday, 7.00 a.m. to 3:30 p.m., but may at times require work outside of normal business hours and weekends. This position is Non-Exempt from the provisions of the Fair Labor Standard Act and is eligible for overtime pay, with prior supervisor approval.
EMERGENCY DESIGNATION STATUS: This position has been designated Non-Mission Critical - Employees who staff county functions or services that may be delayed, suspended, or diverted in an emergency while essential functions are prioritized Mission Critical.

TELEWORKING REQUIREMENT: This is a hybrid position. The work associated with this position will be performed by teleworking, onsite work and meetings as needed. The responsibilities of this position will include regular and ongoing in-office work. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. King County has a robust collection of tools and resources to support working remotely.
