Department overview:

The Americas Public Policy and Government Affairs office is based in Washington, DC and represents the company’s interests before the U.S. government (Congress, executive offices, and agencies), Washington-based embassies of foreign countries and key third parties (trade associations, think tanks and non-governmental organizations). The office also provides timely internal and external communications on public-policy and political developments that impact the company and peer financial institutions, financial markets and the economy.

Role Description / Areas of responsibility:

• Monitor and analyze legislative, regulatory, and political developments impacting the financial services industry.
• Summarize congressional committee hearings, floor actions, regulatory proposals, and trade association meetings.
• Draft weekly legislative and regulatory updates, presentations, and memos.
• Assist team with arranging, coordinating, and preparing for meetings on the Hill, at federal agencies, and with other stakeholders.
• Assist the Head of Public Affairs Americas and senior executives by keeping them informed on emerging issues, escalating items where appropriate.
• Assist in developing strategic plans on regulatory priorities (in the areas of banking, markets and consumer laws and regulations), including the creation and delivery of a platform for regulatory policy applicable to Nomura.
• Serve as a liaison between Nomura and federal banking agencies and markets regulators their policymakers on regulatory policy issues.
• Act as a liaison between Nomura and key third parties (trade associations, think tanks and non-governmental organizations) on regulatory policy issues.
• Work collaboratively with internal partners (notably in Legal, Treasury, Finance, Risk, and Compliance) and external contacts to drive policy discussion and execution related to priorities.
• Represent Nomura on regulatory policy issues in for a involving the official sector and other standard-setters, as well as trade associations, third-party groups and other stakeholders.

• Strong communication skills (written and verbal) and experience engaging with senior business managers and policymakers in an efficient and effective way.
• Ability to establish and contribute to a public policy platform, including determining priorities, developing strategic plans, executing and communicating in a fast-paced environment.

Skills, experience, qualifications and knowledge required

• 4-year college degree
• 2 + years’ experience to include any combination of congressional staff work, executive or independent financial regulatory agency employment, trade association, or in-house experience.
• Highly organized, detail-oriented and structured, but able to take initiative, exercise decisiveness, and work in a fast-moving environment.
• Experience working within a highly regulated environment along with a deep understanding of the current environment and key issues within financial services.
• Able to analyze and assess impact of complex legislation/regulation and identify key issues against institutional policy priorities and objectives, with an ability to adapt and creatively engage in a changing environment.
• Ability to interact in a professional way with clients, senior executives and government officials.

Desirable

• A demonstrated interest in US public policy, global macro political issues, bilateral relationship between Japan and the US, economic issues, financial regulatory policy, interest in regional public policy issues impacting Asia, EMEA, emerging markets and other areas where Nomura has an interest.

*base pay offered may vary depending on multiple individualized factors, including market location, corporate and functional title and duties, job-related knowledge and advanced degrees, skills, and experience.
