Job Description

  

BeVera Solutions is seeking an experienced and highly organized Contract/Program Manager to oversee the daily operations and performance of a federal government contract. The Contract/Program Manager will serve as the primary point of contact for the Contracting Officer (CO) and Contracting Officer’s Representative (COR) and will be responsible for managing all technical, administrative, and operational aspects of the contract to ensure successful delivery of all program requirements.


This role requires strong leadership, proven project management skills, and the ability to coordinate multiple functional areas while maintaining compliance with federal regulations, contract terms, and organizational standards. The Contract/Program Manager shall have authority to act on behalf of BeVera Solutions in all matters related to the daily management of the contract.

NOTICE – CONTINGENT POSITION: This role is part of a pre-award candidate search for an upcoming federal government contract. 


Key Responsibilities

  • Serve as the primary liaison between the Government Contracting Officer (CO), Contracting Officer’s Representative (COR), and BeVera corporate management.
  • Oversee all contract operations, ensuring all deliverables, milestones, and performance metrics are met in accordance with contract terms.
  • Provide leadership and direction to project staff across multiple functional areas, ensuring efficient coordination and resource utilization.
  • Monitor and report on program performance, schedule adherence, and financial status; prepare and deliver status reports and briefings as required.
  • Manage contract modifications, budgets, and resource allocations in alignment with project objectives.
  • Ensure compliance with all applicable federal, agency, and company regulations, including quality assurance, data security, and administrative procedures.
  • Identify risks, issues, and opportunities for process improvement; develop and implement mitigation strategies.
  • Support recruitment, onboarding, and supervision of personnel assigned under the contract.
  • Maintain positive stakeholder relationships and ensure effective communication across all program areas.
  • Ensure an alternate Contract/Program Manager is fully trained and authorized to perform management duties during periods of absence.

Requirements

Educational and Experience Qualifications


The following qualifications are the minimum requirements for successful performance under the anticipated contract.

  • Education: Bachelor’s degree in Business Administration, Management, or a related field is required. A master’s degree in a relevant discipline is preferred.
  • Experience: Minimum of five (5) years of experience successfully managing complex programs, multiple functional areas, and teams of direct reports.
  • Demonstrated experience in federal government contracting or program management with a proven record of performance excellence.
  • Strong knowledge of federal acquisition processes, contract administration, and compliance standards.
  • Exceptional leadership, organizational, and decision-making skills with the ability to manage competing priorities in a fast-paced environment.
  • Proven ability to develop and maintain strong working relationships with federal officials, subcontractors, and project teams.
  • Excellent written and verbal communication skills with the ability to prepare clear reports, briefings, and correspondence.
  • High proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and project management tools/software.
  • Strong analytical reasoning and problem-solving capabilities.
  • Excellent communication and presentation skills for both technical and executive audiences.
  • Must be well-organized with high attention to detail and accuracy in data interpretation. 
  • Proactive mindset with sound judgment and critical thinking.
  • Effective collaboration in multidisciplinary and matrixed environments.
  • Ability to manage competing priorities and meet deadlines under minimal supervision.
  • U.S. citizenship and the ability to pass a background investigation or obtain a security clearance, if required by the contract.

Preferred Qualifications

  • Project Management Professional (PMP) or Program Management certification.
  • Prior experience managing Department of Defense (DoD) or Department of Health and Human Services (HHS) contracts.
  • Experience in DCAA-compliant environments or with performance-based service contracts.
  • Familiarity with systems such as Unanet, SharePoint, and Power Automate for reporting and workflow management.
