In this intermediate level position employees apply and advance their knowledge of geographic information systems (GIS), computer-aided design (CAD), and/or technical engineering duties in support of electrical or water/wastewater/reuse utility infrastructure. Although guidelines are available often they have gaps or are not completely applicable to specific situations, thus solutions require interpretative judgment and adaptive problem solving methods, diversified techniques, sequences, and procedures.

EXAMPLES OF WORK:

·       Creates, reviews, revises, corrects, and/or conducts field verifications of topographic maps, graphs, charts, infrastructure drawings, and/or construction drawings utilizing advanced GIS (e.g., ESRI ArcGIS) and/or CAD (e.g., AutoCAD, MicroStation) tools and/or design applications (e.g., BlueBeam, Adobe) in order to maintain accurate document control or accurately represent some portion of the system.

·       Creates and/or reviews preliminary, final, and “as-built” drawings of an electrical, civil, or mechanical nature, or a combination thereof, using GIS (e.g., ESRI ArcGIS) and/or CAD (e.g., AutoCAD, MicroStation) tools, and/or design applications (e.g., BlueBeam, Adobe) in order to maintain accurate document control or accurately represent some portion of the system.

·       Performs technical tasks related to GIS (e.g., ESRI ArcGIS) and/or CAD (e.g., AutoCAD, MicroStation) such as manipulating various user and workspace configuration components (e.g., setting user preferences, creating and managing GIS and/or CAD libraries, pen and color tables, settings files, custom line styles, function keys, plotting/printing).

·       Performs basic system planning functions (e.g., availability requests, area maps, load calculations) in order to respond to customer requests.

·       Reads and interprets engineering plans, blueprints, and surveys.

·       Performs, reviews, and/or provides input to others regarding construction layout, and applies construction standards in order to support engineering, maintenance, and project management.

·       Reviews or enters as-built and redlined data using CAD tools (e.g., AutoCAD) or design applications (e.g., BlueBeam, Adobe).

·       Provides on-the-job training and technical guidance to others.

·       Writes technical letters and reports.

·       Reviews and/or processes various permits (e.g., Florida Department of Transportation) in order to ensure accuracy of construction plan documentation in preparation for construction and development projects.

·       Files and/or retrieves maps, records, and drawings in response to internal or external requests.

·       Assists Engineers and Project Managers in designing resolutions for routine field and construction related problems such as feasibility by developing alternate construction solutions.

·       Enters data related to assets and/or work orders into computer systems (e.g., Computerized Maintenance Management System (CMMS), Oracle) in order to provide accurate asset or maintenance information.

·       Reviews water/wastewater/reuse or electric utility plans using, and in accordance with, JEA standards and Design Guidelines.

·       Complies with company, municipal, and industry policies and procedures, collective bargaining agreements, occupational hazards, safety rules, regulations and first aid, the JEA Safe Work Practices Manual with safety rules, and employs safe work practices.

·       Operates standard office equipment including copiers, printers, plotters, and laptops.

·       Uses required software applications such as Microsoft Office suite.

·       Performs or verifies the accuracy of water/wastewater/reuse engineering analyses using appropriate methods as described in reference materials, including pressurized/non-pressurized hydraulic calculations or engineering economics in order to ensure soundness of system design.

·       Assists Engineers and Project Managers in designing water/wastewater/reuse transmission, distribution, pump station and treatment systems.

·       Completes field tests (e.g., hydrant flow tests, pump down tests) using tools (e.g., pressure gauges) necessary to respond to requests from external stakeholders required for permits and system design.

·       Processes dedication data and submissions to document the transfer of ownership for maintenance purposes.

·       Reviews, edits, and routes construction plan documents received from external agencies (e.g., meeting notes, inspection results) to JEA employees using workflow software (e.g., Sagesgov.com) in order to ensure construction plans are reviewed and finalized in accordance with the JEA construction plan review process.

·       Reviews asset management data for accuracy to ensure maintenance and work order information is entered consistently and accurately.

  • Analyzes and identifies trends in asset management data in order to support planning and budgeting processes at JEA
