Job Description:

General Summary

The Laboratory Director is responsible for short- and long-range planning, staffing, and development of a budget for the departments.  Integrates interdepartmental and intradepartmental services to achieve objectives.  Establishes policies, procedures, standards, and objectives for the departments consistent with organization's goals.  Works through managerial and supervisory personnel to accomplish set goals and objectives. Establish policies, procedures, standards, and objectives for the provision of laboratory services; evaluate performance and maintain total quality management, coordinate with other departments and clinical chiefs to provide optimal levels of care to patients and hospital staff, while maintaining 24-hour accountability for operations. 

Principal Responsibilities and Tasks

The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification.  They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

 

1.           Plans, organizes, and directs the department mission, vision and values with the Vice President, Operations.  Develops goals and objectives, establishes and implements policies and procedures for department operation.  Reviews department performance, changes as needed to improve quality of services and to assure compliance with regulatory Administration, Medical Staff and Nursing informed of department mission, performance, needs and challenges, new lab regulations as well as other clinical administrative and fiscal matters pertaining to assessment, fiscal analysis, regulatory compliance, and Continuous Quality Improvement (CQI).

2.           Oversees all aspects of HR including: hiring, firing, and developing staff. Responsible for overseeing the development of training/orientation and overall department staff performance through subordinate supervisory staff.   Develops standards of performance, monitors and leads staff; evaluates performance and initiates or approves personnel actions such as merit increases, promotions, disciplinary actions, and career/practice development incentives. Develops and maintains job descriptions and standards of performance for all staff members.  Assures competencies of all staff.  Resolves staff grievances.

3.           Develops, recommends, and manages aspects of departmental operating budget for which there is direct responsibility in collaboration with the Vice President, Operations and ensures that all areas of responsibility operate within budget and/or the strategic realities of the specific patient care environment at UMMS.  Maintains reports and statistics for administrative, planning, quality improvement and regulatory purposes.  Identifies and coordinates capital expenditures with Finance.

4.           Ensures the delivery of quality laboratory services for the various patient populations served by the Laboratories of Pathology.  Participates in University of Maryland Medical System initiatives, when deemed appropriate.

5.           Develops and maintains total quality management paradigms relative to the mission of the department in collaboration with the medical directors for Lab, and Pathology.  Evaluates laboratory functions, practices, reporting mechanisms, record keeping, and drug control.  Introduces and demonstrates new technologies, care modalities, equipment, and research findings to staff.  Apprises the staff of the total care environment affecting their sphere of practice and mission. 

6.           Interacts regularly with medical and nursing leadership regarding patient care and laboratory operational issues.  Ensures that the vision of the department is articulated at conferences and working committees.

7.           Participates in administrative staff meetings and attends other meetings as assigned by the Vice President, Operations.  Establishes and maintains communications across the Laboratories of Pathology department and with other hospital departments.  Develops relationships with professional affiliations and others as appropriate. 

8.             Ensures that maintenance of the department facilities and equipment are in proper condition for efficiency and compliance to standards and accepted practices for health, comfort, and safety, of staff and patients.  Oversees and directs the evaluation and justification for equipment and supply needs and purchases; as well as maintains proper contracts, documentation and policies as it relates to the departments.  Plans for use of space, evaluation and purchase of new equipment and related tasks.  

9.              Establishes and maintains safety, infection, and environmental control policies and procedures for the department.

10.            Develops and maintains certain department records, reports, and patient records; collects and analyzes statistical data regarding pharmaceutical care, as appropriate. 

Qualifications:

Education

  • Master's Degree (Required)
  • Combination of relevant education and experience may be considered in lieu of Master’s degree; Bachelors required.

Certification/Licensure/Registration

  • ASCP Registration

Experience and Skills (Required)

Ten years of laboratory experience, with at least five years progressive management experience.
