About the Department
The System Safety Analyst - Construction Safety will provide oversight and support of the MBTA Safety Plan. The System Safety Analyst - Construction Safety will perform these functions in collaboration with management and employees from MBTA Safety, other MBTA departments, vendors, contractors, and contract services (e.g., commuter rail, paratransit, ferry).
Position Duties
- Perform inspections of construction sites, participate in project meetings, and resolve identified safety issues.
- Review crane pick plans, construction work plans, health and safety plans, and various other safety sensitive plans, to ensure compliance with local, state, federal, and MBTA standards.
- Participate in the evaluation of new and existing project plans, a part of the MBTA's Management of Change Program.
- Conduct accident/incident investigations involving Authority vehicles, facilities, contractors, employees, and/or equipment.
- Prepare specialized accident/incident reports, root cause analysis, system safety assessments and corrective action plans as required by the MBTA Safety Plan and in accordance with state safety oversight.
- Work collaboratively with MBTA managers and supervisors to identify and mitigate hazards.
- Participate in the review of Personal Protective Equipment (PPE) as well as other related safety equipment.
- Identify incident trends and develop mitigation strategies to reduce the frequency and severity of incidents.
- Participate as a member of the Safety/Security Audit Team in the administration and execution of the Internal Safety/Security Audit Program to ensure adherence to the SSPP, Federal, State and local regulations, industry standards and published MBTA policies and procedures.
- Respond to each inquiry, whether from a customer, vendor or coworker in a courteous and professional manner.
- Drive a company or personal vehicle to visit/inspect work sites and to assist with emergencies and/or events as needed.
- Perform night and weekend safety duty response in rotation with other MBTA Safety staff.
- Respond or report to work as directed by supervisory personnel for emergencies, extreme weather conditions or any other abnormal conditions that impair service or the safety of service, twenty-four (24) hours per day, seven (7) days per week.
- Perform all other duties and projects that may be assigned.
Minimum Qualifications
Bachelor's degree from an accredited institution. - Two (2) years of relevant experience in construction safety.
- Effective organizational, analytical, multitasking, time management, and interpersonal skills.
- Ability to demonstrate strong analytical, communication, and report writing skills.
- Skilled in Microsoft Word, Excel, and Outlook applications.
- The ability to effectively communicate with regulatory agencies, community organizations, and others on technical and sensitive matters.
- Valid driver's license.
- Ability to undertake several projects simultaneously and follow through on each project to completion.
- Ability to interpret and actively ensure compliance with OSHA, MBTA, and other applicable agency standards.
- Ability to complete, apply, and adhere to concepts in safety training including but not limited to SMS Fundamentals, ICS 100, 200, 700, and 800 as well as other assigned courses offered on by the MBTA within the first month of employment.
- Ability to complete a Public Transportation Safety Certification Training Program (PTSCTP) within three (3) years of employment.
- Ability to perform all tasks safely with proper PPE. Ability to perform and oversee that tasks are performed to ensure the safety of MBTA employees, contractors, ridership, the general public, and critical infrastructure.
- Ability to handle sensitive and confidential information in an appropriate manner.
- Ability to provide internal and external customers with a courteous and professional customer experience.
- The ability to work any and all shifts and/or locations as assigned or directed.
- Availability to work twenty-four (24) hours per day, seven (7) days per week.
Other Qualifications
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
- An Associate's degree from an accredited institution with an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
- A Master’s degree in a related subject substitutes for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
Preferred Experience and Skills
- Bachelor's degree from an accredited institution in Occupational Safety, Engineering, Urban Planning, or related field.
- OSHA training, especially courses specific to construction safety (29 CFR 1926).
- Experience working in transportation, construction, safety, security, or related field.
- Working knowledge of IndustrySafe and Access Databases.
- Knowledge of system safety and/or Safety Management Systems (SMS) principles and best practices.
- Experience working in Occupational Safety, transportation, construction safety, security, or related field; and candidates demonstrating an understanding of OSHA/DLS Regulations, the Federal Transit Administration (FTA) and/or DPU regulations.
