- Provides supervision and oversight to case managers, ensuring consistent application of program policies and case management standards.
- Monitors applicant eligibility determinations, case files, and documentation for accuracy, timeliness, and compliance.
- Guides applicants through intake, eligibility, program requirements, and service delivery with emphasis on customer service and equitable outcomes.
- Monitors housing programs for compliance with guidelines, including property acquisition, relocation, and rehabilitation processes.
- Prepares weekly, monthly, quarterly, and annual performance reports as required.
- Develops and update case management procedures, forms, and applicant tracking systems to improve efficiency.
- Conducts quality assurance reviews of files and case manager activities.
- Participates in outreach and marketing efforts to underserved communities.
- Establishes and maintains effective working relationships with applicants, co-workers, partner agencies, and community organizations.
- Prepares program evaluations, briefing papers, and correspondence to support program reporting.
- Participate in activities and duties related to emergency management during a local state of disaster as directed by county leadership.

MINIMUM JOB REQUIREMENTS:
- High School Diploma/GED.
- 3 years of progressively responsible case management experience in a non-profit or governmental agency.
- Strong knowledge of federal, state, and local regulations related to housing, disaster recovery, and community development programs.
- Ability to oversee and mentor staff, monitor workload, and ensure quality service delivery.
- Knowledge of research methods and program evaluation techniques.
- Proficiency in preparing program budgets, tracking expenditures, and maintaining compliance records.
- Effective communication skills, both written and oral, with ability to explain complex program requirements to applicants.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Access); ability to learn case management software systems.
- Strong organizational and problem-solving skills; ability to manage multiple priorities in a fast-paced environment.
- Commitment to providing high-quality customer service and maintaining confidentiality.
- Valid Texas Driver’s License and liability insurance.
- Attendance at evening and weekend meetings may be required.
STARTING SALARY RANGE: $18.31 - $22.89 hourly based on qualifications
CLOSING DATE: Upon filling position
