Job Purpose:
The position of Program Specialist is responsible for direct program and administrative support to two critical areas in the Food Bank’s Programs Department including Agency Relations and The Emergency Food Assistance Program (TEFAP). This position is responsible for ensuring partner agency compliance and reporting, while providing necessary support for those partners in communication and training. TEFAP is The Emergency Food Assistance Program, a Federal program designed to provide food assistance to families in need. Because of the nature of the Federal compliance required to operate this program, the position requires a high level of detail and accuracy for all aspects of the work. This position will serve as a back-up to all other food bank direct service programs and will be trained to run a program distribution. This position requires an agile person capable of allocating and prioritizing work and managing content across functions within the Programs Department.
Special Conditions or Certifications of Employment:

· Achieve Serve Safe Manager Food Safety Certification (within 6 months from date of hire).

Required Education and Experience
· Bilingual in Spanish.
· High School Diploma or GED
· At least two years of work experience in an office environment.
· Strong communication skills both written and verbal.
· Intermediate to advanced skills in using Microsoft Professional Office (Word, Excel, Access, Outlook, PowerPoint) internet, e-mail, and other online web-based tools such as Zoom, Web-ex.
· Valid NV driver’s license and proof of insurance
· Willing to travel within FBNN service area.
Preferred Skills & Experience
· 2-4 years non-profit experience, including volunteer experience.
· Demonstrated ability to analyze and report out on data.
· Customer service or relationship management experience
Essential Duties include but are not limited to:
· Responsible for ensuring that all monthly direct reports from partners are retrieved, which includes monthly client service reports
· Creating agency orders in CERES (Food Bank of Northern Nevada’s inventory software system).
· Developing a full understanding of program distribution among all FBNN direct service programs and serving as supplemental and primary back-up staff to program coordinators when necessary.
· Conducting partner agency monitor visits as assigned.
· Become fluent in all Federal regulations for the TEFAP program and be able to communicate these regulations to partners and FBNN staff. Paying close attention to changes in both Federal and state policies and procedures that impact program operation.
· Effectively manage TEFAP program under separate state guidance from Nevada and California (TEFAP only).
· Oversee inbound and outbound reporting for entire TEFAP program.
· Maintain Federal compliance requirements for partners and for Food Bank of Northern Nevada.
· Assure that monthly orders for partners are created.
· Oversee any additional commodity distributions or special distributions as determined by need.
· Other duties as assigned to meet program objectives and reporting.

Supervisory Responsibility:
This position has no supervisory responsibilities.
Travel:
Travel throughout Northern Nevada and Northern California is required. A Food Bank vehicle will be made available for long distance trips, or mileage reimbursement is available when FBNN vehicle is not available.
Work Environment and Physical Demands:
· 60% of Work is performed in an office environment, while sitting at a computer for extended periods.
· 40% of the time work is performed at off-site locations.
· Work is occasionally performed outside, and you may be exposed to the elements.
· While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts when working with office machines.
· The employee frequently is required to stand; walk; sit; use hands to finger, handle, or feel; and reach with hands and arms when working with documents, files, computers, or office machines.
· The employee is occasionally required to climb or balance and stoop, crouch, or kneel when working with files.
· May lift, move and carry objects from 20 to 40 pounds, such as boxes containing office and other supplies.
Position Type/Expected Hours of Work:
This is a non-exempt full-time position. Normal days and hours of work are Monday through Friday, 8:00 a.m. to 4:30 p.m. Days and hours may vary from normal schedule when events or other special events arise.
Salary Description:
$19.64 - 22.64 to start
