Job Description:

As a PeopleSoft Business Analyst at HHSC you will serve as the functional lead for Accounts Receivable and Billing module implementations within PeopleSoft FSCM 9.2. You will translate business needs into detailed functional requirements, develop fit-gap analyses, and design solutions that align with agency policies and technical constraints. You will coordinate and execute end-to-end testing (unit, integration, and system), validate data mappings and interfaces with legacy and third-party systems, and collaborate with technical teams to ensure timely, secure, and compliant deployments. In addition to hands-on functional work, you will produce and maintain system documentation, support training activities, and assist with go-live and post-implementation stabilization efforts. The role requires occasional off-hours support during critical project phases and strong stakeholder engagement across business and technical teams.

Note: This position is currently remote but may transition to hybrid, requiring some time in the main office. Specific onsite days will be determined later.
 
Eligibility: Must be local to the Austin area and able to work onsite 3 days per week (hybrid schedule). Must be able to work on a W2 basis (no C2C, 1099, or third-party vendors). Must be eligible to work in the U.S. without sponsorship or visa transfer.
Job Responsibilities:
  • Lead business analysis efforts for the implementation of PeopleSoft FSCM 9.2 Accounts Receivable and Billing modules.
  • Conduct detailed requirements gathering, fit-gap analysis, and data mapping between legacy and third-party systems.
  • Perform hands-on system testing and integration testing with external interfaces (end-to-end validation).
  • Facilitate requirements workshops, document business and functional requirements, and support design validation.
  • Collaborate with project managers, developers, QA, and functional teams to ensure solutions meet business needs.
  • Create and maintain system documentation, test cases, and training materials.
  • Support user training, cutover planning, and post-go-live stabilization activities.
  • Provide subject-matter expertise in PeopleSoft functional design and assist in troubleshooting functional issues.
  • Occasionally work off-hours during high-impact release windows. 
Required Skills & Experience:
  • 8+ years as a Business Analyst with PeopleSoft FSCM 9.2 experience.
  • 8+ years implementing Accounts Receivable and Billing modules.
  • 8+ years gathering requirements and conducting fit-gap analysis with SMEs.
  • 8+ years performing end-to-end system integration testing with third-party interfaces.
  • 4+ years working with Microsoft O365 applications (Word, Excel, PowerPoint, Visio).
  • 2+ years working in Microsoft Teams in a large, cross-functional environment.
Preferred Skills & Experience:
  • 4+ years of experience in the public sector (Federal, State, or Local Government).
  • 2+ years as a Business Analyst in General Ledger modules.
  • 2+ years experience with Texas Comptroller of Public Accounts (CPA) CAPPS Financials system.
  • 2+ years working with PeopleSoft Approval Workflow Engine (AWE).
  • 2+ years using SharePoint for collaboration and documentation.
  • 1+ years with Jira and the Scrum framework for Agile project management.
