Job Description:

The Office of Administrative Tax Appeals (OATA) is an umbrella agency comprised of the Tax Appeals Tribunal and the Tax Commission. OATA seeks an attorney to review appeals filed by taxpayers seeking not-for-profit (and other) property tax exemptions after said exemptions were denied/revoked by the New York City Department of Finance.

Under delegation from the Tax Commission President, the attorney will serve as a Hearing Officer in these matters, reviewing and considering legal and factual claims submitted through written submissions, conducting hearings and taking testimony, and ultimately drafting written determinations that grant or deny appeals.

To be assigned to Assignment Level (AL) 04 Candidates must be an attorney admitted to practice in the State of New York for at least five (5) years. Candidates must be experienced in using PC software, particularly Microsoft Outlook, Teams, Excel, and Microsoft Word.

Preferred Skills:
Candidates with 5 or more years of litigation experience are preferred; should have excellent writing, communication, interpersonal, analytical, research, problem solving, multi-tasking and organizational skills.

Appointments are subject to Office of Management and Budget (OMB) approval.

AGENCY ATTORNEY - 30087

Qualifications:

1. Admission to the New York State Bar; and either "2" or "3" below.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
