About the Department

The position is an entry level position that is primarily responsible for the designs, codes, tests and provides computer application software, or administers multiple databases of low to medium complexity for the agency.  The majority of the duties will include ensuring the systems throughout the agency are running error-free by monitoring and maintaining data security and integrity. This position adheres to the agency core values of honesty and integrity, accountability, teamwork, trust and respect and commitment to excellence.  To be successful in this position, the employee must demonstrate competency in data entry and retrieval skills, time management skills, advanced computer skills, general communication skills (both written and oral), inter-personal skills, customer service skills and problem-solving skills.

Position Duties

  1. Designs, plans, analyzes, codes, tests, deploys, and supports new applications, databases, reporting systems, and/or software in support of business operations; defines functional and technical system specifications.
  2. Maintains internal and external user accounts, logins, passwords, e-mail accounts, and access to various programs, modules, data, and/or other related items.
  3. Assists in analyzing business processes and recommends technology solutions; participates in providing project design and coordination of information technology projects to facilitate timely completion, quality, and usability.
  4. Performs simple troubleshooting procedures and system and data analysis in resolving user problems reported to the help desk.
  5. Integrates new and existing systems in order to minimize data replication and enhance information collection and dissemination.
  6. Research trends related to information systems and business applications; attends a variety of meetings, conferences, and user groups.
  7. Prepares a variety of technical documentation, procedures, standards, and/or reports regarding projects and applications.
  8. Performs other duties of a similar nature or level.
  9. Ability to work closely with others as a team.
  10. Ability to effectively communicate both orally and in writing.
  11. Ability to provide professional customer service skills to both the public and agency members.
  12. Ability to prepare and present clear, accurate, concise and objective written and oral reports.
  13. Ability to lead small scale technical projects with minimal assistance or direction.
  14. Ability to write basic scripts and conduct basic desktop and/or server application installations.
  15. Ability to meet requirements and maintain required licensures and certifications as well as agency required in-service training.
  16. Ability to adhere to the standards and principles of the agency's core values and professionally represent the agency.
  17. Ability to report to work timely, consistently and as scheduled.
  18. Ability to perform all functions of the job classification without posing a direct threat to the health or safety of other individuals in the workplace.

Minimum Qualifications

  • Bachelor's Degree in Computer Science; OR
  • Three (3) years of experience in the analysis, design, programming, implementation, testing, trouble shooting, documentation, and maintenance as applied to software development; AND
  • Two (2) or more years of related technical experience; OR
  • Equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above; AND
  • Preferred experience with relational database analysis, design, development, and maintenance; AND
  • Preferred computer languages include, but are not limited to, Delphi, .NET, CSS, HTML, XML, Java Script, AJAX, Pascal, C++, MSSQL, Sharepoint, MySQL, C#; AND
  • Familiarity with Microsoft SQL Server, PowerShell, SmartSheet, Office 365, and Single Sign-On (SSO) preferred; AND
  • One relevant and current technical certification such as CompTIA (A+, Tech+, Network+, or ITF+), MS-365 Fundamentals, Microsoft IT Professional, or Google IT Certificate preferred.
  • Project management experience preferred.

Other Qualifications

  • Must be able to lift, push, carry or pull a minimum of 50 pounds independently.
  • Possess and maintain a valid driver's license with a satisfactory driving history. 
Other Necessary Requirements
  • Basic understanding of computer hardware (both physical and virtual), Windows Operating Systems (both Desktop and Server), Active Directory, application development, and networking.
  • Willingness to participate in an on-call rotation.
