Title: Environmental Specialist - Air
Location: Bakersfield, CA

Reports To: Director of EH&S
Employment Type: Regular Full-Time
Overview of Position:
Under supervision, the incumbent is part of a team responsible for preparing, submitting, and managing various regulatory permits and compliance matters. The EH&S Regulatory Department develops, maintains, and communicates effective environmental programs for the organization. The position specializes in regulatory air compliance for the Company’s assets and other regulated activities associated with oil & gas production in California.
Essential Duties and Responsibilities:
· Develops, maintains, and provides guidance on environmental processes and policies.
· Recommends and implements improvements for systems and practices.
· Prepares and submits applications for environmental permits, renewals, approvals, variances, and other authorizations, coordinating with Company representatives and partners as necessary.
· Reviews and analyzes results of emissions testing and environmental compliance inspections.
· Manages greenhouse gas (GHG) reporting and addresses follow-up inquiries from regulatory entities, ensuring compliance with federal and state GHG reporting requirements across all facilities.
· Tracks and interprets air regulations and advises management on future potential concerns and issues.
· Maintains effective working relationships with operations, engineering, planning, management, and other Company representatives.
· Participates in environmental project planning and implementation, including scheduling, cost estimating, and reporting. Monitors schedules, budgets, and evaluates the work of third-party contractors.
· Cultivates relationships between the Company and federal, state, and local agencies.
· Accompanies regulators on site visits and responds to regulatory notices.
· Performs compliance audits and due diligence investigations as needed.
· Represents the Company on industry committees.
· Provides 24/7 support to the Company’s emergency response and reporting requirements.
· Participates in EH&S on-call rotation.
· Participates in the Incident Management Team in the event the Incident Command System is activated for oil spills or emergencies.
· Supports the department with other regulatory/environmental work as required.
· All other job-related duties as assigned.
Requirements
Education and Experience
· Bachelor degree in Engineering, Physical or Environmental Science, or closely related field.
· 5 years of experience in environmental compliance, sustainability, or related environmental programs, including demonstrated experience measuring, tracking, and reporting greenhouse gas emissions.
· Experience in oil & gas industry or heavily regulated industry is preferred.
Knowledge, Skills, and Abilities
Required
· Ability to comprehend and apply federal, state, and local occupational safety and environmental requirements to our worksites.
· Ability to interpret emissions trends and translate them for operational optimization.
· Verbal communication skills that afford the incumbent the ability to build & maintain positive and effective working relationships with all levels of management, field operations personnel, community stakeholders, and contract personnel.
· Demonstrated strong written communication skills to include the ability to prepare concise reports and effectively maintain required records.
· Strong computer software skills including Excel, Word, Outlook, and PowerPoint.
· Ability to work independently and maintain flexibility in prioritizing work responsibilities in a dynamic environment.
· Strong organization and time management skills enabling the incumbent to meet deadlines.
· Valid California driver’s license with a driving record deemed acceptable by the company’s auto insurance carrier.
Desired
· Professional certifications related to the management of greenhouse gases.
· Certification by a California air district as a permitting professional.
Environment & Physical Demands
Work is performed extensively in outdoor environments, exposed to a wide range of weather conditions, including extreme temperatures (both heat and cold), wetness, and humidity. This essential functions of this position include adjusting/moving in all directions objects up to 50 pounds occasionally and 100 pounds with assistance rarely; sitting, standing, walking, walking on uneven surfaces, bending, kneeling, stooping; repeating motions that may include the wrists, hands and/or fingers; visual acuity for reading computer screens or preparing data, inspecting objects, and operating vehicles; operating a motor vehicle and/or heavy equipment; working near moving mechanical parts, tight spaces, and on high and precarious surfaces; and/or communicating with others to exchange information. Exposure to environmental elements such as dirt, dust, fumes, odors, and loud noises should be expected. Appropriate Personal Protective Equipment (PPE) for all tasks is required. Incumbents must adhere to all safety protocols, especially those concerning heat illness prevention (access to water and shade).
