Duties & Responsibilities
This position provides high-level programmatic and technical support to the Joint Attack Munition
Systems (JAMS) Project Office, with a primary focus on Hellfire and Stinger missile programs. The analyst
will serve as a senior-level contractor supporting Foreign Military Sales (FMS) case development and
execution under the U.S. Army’s Security Assistance Management Directorate (SAMD). The role requires
expert-level coordination, analysis, and communication across multiple stakeholders and systems.
Primary Duties and Responsibilities:
• Lead FMS Case Integration and Execution- Independently manage the full lifecycle of FMS cases, including development, integration, and execution, ensuring compliance with DoD policies and international agreements.
• Strategic Acquisition Planning Develop- acquisition strategies and schedules by analyzing technical, logistical, and financial data. Recommend solutions to complex programmatic challenges and ensure alignment with mission objectives.
• Contract and Documentation Development- Draft and review Statements of Work (SOW), technical evaluations, and contract documentation. Provide expert input to ensure clarity, accuracy, and compliance with acquisition regulations.
• Data Analysis and Reporting- Interpret and synthesize data from DSAMS, CISIL, SCIP, and other systems to produce actionable insights. Maintain dashboards and tracking tools to monitor program performance and identify risks.
• Stakeholder Communication and Briefings- Prepare and deliver high-level briefings, reports, and presentations to senior leadership, foreign partners, and interagency stakeholders. Represent the JAMS Project Office in meetings and working groups.
• Financial and Technical Oversight- Monitor program budgets, funding allocations, and cost estimates. Provide technical oversight to ensure deliverables meet quality standards and contractual requirements.
• Process Improvement and Lessons Learned- Conduct after-action reviews and implement process improvements to enhance FMS program efficiency and effectiveness.
• Policy and Compliance Support- Ensure all activities adhere to applicable DoD, Army, and international policies governing FMS programs. Serve as a subject matter expert on FMS regulations and procedures.
Required Skills and Qualifications:
• Advanced knowledge of DoD FMS processes, systems, and regulations.
• Demonstrated experience in acquisition planning, contract management, and program analysis.
• Proficiency in DSAMS, CISIL, SCIP, and other FMS-related systems.
• Strong analytical skills with the ability to synthesize complex data sets into strategic recommendations.
• Excellent written and verbal communication skills, including the ability to present to senior leadership.
• Proven ability to work independently and manage multiple high-priority tasks in a dynamic environment.
Minimum Experience
FMS experience preferred.
Bachelor’s degree in a relevant field
