Job Description:The Project / Engagement Manager will oversee the end-to-end delivery of the MDH intranet migration from Liferay to SharePoint. This role serves as the primary point of coordination between the State, vendor leadership, and project team members, ensuring all deliverables are completed on time, within scope, and to the required quality standards. The Project / Engagement Manager will manage risks, scope, and communications while supporting adoption, training, and governance planning to ensure the long-term success of the new intranet platform.
Key Responsibilities:
- Lead overall project planning, scheduling, and execution to ensure timely and successful migration from Liferay to SharePoint.
- Serve as the primary engagement contact for MNIT and MDH stakeholders, providing regular updates and facilitating decision-making.
- Coordinate activities across roles (Technical Lead, Staffing Manager, developers, UX, trainers) to ensure alignment with State requirements.
- Define and monitor scope, milestones, deliverables, and dependencies.
- Manage project budget, resourcing, and timelines, escalating risks and issues as necessary.
- Oversee requirements gathering and ensure alignment with information architecture, design, accessibility, and governance standards.
- Support the development and execution of the migration plan, ensuring continuity and content integrity.
- Guide and support change management and user adoption planning, including communications and training strategies.
- Ensure deliverables comply with WCAG 2.1 and Section 508 accessibility requirements.
- Coordinate site launch activities, ensuring successful rollout and post-launch support.
- Manage risks, scope changes, and quality assurance processes.
- Be prepared to support future extensions of scope and evolving intranet needs.
- Perform other related duties as assigned.
- Extensive experience as a Project Manager / Engagement Manager for enterprise IT or government projects, ideally involving SharePoint intranet implementations.
- Demonstrated expertise in:
- Intranet design and implementation projects, with examples of delivered features (e.g., news publishing, collaboration spaces, enterprise search, personalization) and measurable benefits.
- Migration projects from legacy CMS systems (e.g., Drupal, WordPress, custom platforms) to SharePoint, including migration approaches and outcomes.
- Delivering projects where user experience and accessibility were a key focus, including user research, testing, and compliance with WCAG 2.1 / Section 508.
- Defining governance models, permissions structures, security, and compliance frameworks.
- Supporting change management and training initiatives, including champion networks, training delivery, and adoption measurement.
- Strong knowledge of Microsoft 365 and SharePoint integration.
- Experience with project management methodologies (Agile, Waterfall, or hybrid), with a proven track record of delivering projects on time and within budget.
- Proven ability to manage risks, resolve issues, and communicate effectively with stakeholders at all levels.
- Exceptional organizational, leadership, and stakeholder engagement skills.
- Familiarity with government IT standards and compliance requirements preferred.
