Description
The AVP, Fraud Officer is responsible for the development, execution, and oversight of the Bank’s risk-based Fraud Program. This includes fraud prevention, detection, investigation, and mitigation of losses. The AVP, Fraud Officer ensures regulatory compliance, prepares fraud-related reports, including suspicious activity investigations and reporting, and leads fraud awareness efforts across the organization. Additionally, this role supervises the Fraud Analyst, ensuring their development and performance align with department goals.
Fraud Program Development and Oversight:
- Lead the design, implementation, and oversight of the Bank’s risk-based Fraud Program and Fraud Risk Assessment.
- Coordinate the development and implementation of fraud-related forms, notices, procedures, and monitoring processes.
- Regularly review and update fraud policies and procedures to reflect regulatory updates and operational improvements.
- Monitor the effectiveness of fraud controls and implement enhancements as needed.
Day -to-Day Fraud Investigation and Reporting Responsibilities:
- Oversee daily operations of the Fraud Department.
- Ensure timely and through investigation and disposition of fraud alerts generated by the Bank’s Fraud and Anti-Money Laundering (FRAML) software.
- Manage and document investigations related to elder financial exploitation and ensuring that proper reporting is completed in accordance with applicable state laws.
- Manage and document investigations (as needed) related to Identity Theft.
- Prepare investigative reports for law enforcement, including evidence collection and case documentation.
- Compile necessary documentation to support Suspicious Activity Report (SAR) decisions (filings or no-filings), working with internal business units and law enforcement to gather information.
- Ensure accuracy and compliance in the preparation and submission of SARs, including:
- Reviewing and validating supporting documentation;
- Drafting clean and comprehensive narratives;
- Completing and submitting SARs in Verafin for review by the BSA Officer or designee.
Strategic & Analytical Responsibilities:
- Research and analyze fraud trends, industry benchmarks, and regulatory changes to proactively address emerging fraud risks.
- Submit quarterly fraud and identity theft metrics to the BSA Officer for reporting to the Enterprise Risk Management Committee.
- Identify upstream fraud risks and recommend strategic improvements to enhance fraud prevention.
- Contribute to the Bank's enterprise risk and fraud mitigation strategies through regular reporting and participation in internal committees or working groups.
Policies and Procedures:
- Maintain up-to-date knowledge of banking laws and regulations related to fraud.
- Ensure Bank policies, procedures, and systems are compliant and updated as needed.
- Develop and implement improvements to fraud-related procedures to strengthen internal controls.
Education and Staff Development:
- Supervise and support the development of the Fraud Analyst through mentoring, coaching, and training.
- Design and deliver fraud awareness training programs to Bank personnel to promote prevention and compliance.
- Keep staff informed about fraud trends, regulatory changes, and investigative best practices.
General Compliance and Support:
- Support the BSA Officer and senior management with special projects related to fraud and compliance.
- Collaborate with departments including BSA/AML, Compliance, Risk, and Information Security to strengthen the overall control environment.
- Perform other duties as assigned in support of the Bank’s fraud risk management goals.
Requirements
- Bachelor’s degree or its equivalent in specialized course work and training.
- Experience in fraud investigations, bank security, bank loss preventions, and/or Bank Secrecy Act reporting.
- Knowledge of banking laws and regulations.
- Ability to effectively conduct complex investigations and link analysis.
- Ability to communicate effectively both verbally and in writing.
- Ability to work independently with minimal supervision.
- Ability and willingness to continuously build knowledge and skills.
- Ability to maintain confidentiality.
- Ability to speak clearly and persuasively in positive and negative situations.
- Ability to read and analyze data to identify fraudulent/suspicious behavior.

- Experience with Microsoft Office products with an emphasis on Word, Excel and Outlook..
