About the Department

The Director of Operations & Maintenance - Subway AFC will manage and direct the administrative, operations, maintenance, and financial activities for all AFC subway equipment, parts, and related projects. This includes oversight of preventive and corrective subway maintenance activities, schedules, budgeting, and resource planning in order to achieve the continuity of fare collection. The Director works independently seeking advice or approval from the Senior Director of Automated Fare Collection when necessary.

Position Duties

  • Manage and oversee approximately 50 personnel responsible for all dispatch, maintenance, and repair activities related to AFC subway equipment, devices, parts, associated equipment, and related software systems. 
  • Develop and implement policies, procedures, and priorities in the fiscal and administrative operations of AFC subway equipment and related projects.
  • Allocate departmental resources, and evaluate activities as needed in order to improve effectiveness.
  • Monitor spending and perform variance analyses and devises solutions to correct cost variances. 
  • Manage all contracts associated with the operation and maintenance of AFC subway equipment and parts.
  • Coordinate any third-party repair of AFC subway parts or equipment.
  • Oversee the planning, coordination, and execution of AFC subway equipment engineering retrofits, equipment/parts upgrades, and software systems related to the devices.  
  • Provide reports and updates to senior management and outside interested parties on activities, issues, and concerns related to AFC subway equipment and related projects.
  • Serve as the department liaison to other Authority departments on activities related to AFC subway equipment to ensure Authority objectives are achieved and policies adhered to.
  • Liaise with departmental and other Authority staff to provide optimal up time of AFC devices for the continuity of fare collection.
  • Participate in the development of the operating and capital budgets required to support the ongoing operational and maintenance needs of the Authority under an automated fare collection system.
  • Participates in the development, testing, and implementation of AFC subway equipment and associated software as needed.
  • Act as Division lead for representing the MBTA’s position in Labor discussions related to adherence to contractually bargained agreements, MBTA policies, and departmental procedures.
  • Drive a company vehicle to visit work sites and to assist at emergencies and/or events as needed. 
  • Respond either directly or through subordinates to emergencies on a twenty-four (24) hour, seven (7) days per week basis.
  • Perform all other duties and projects that may be assigned.

Supervision

  • Supervise AFC O&M Subway Managers, Forepersons, Coordinators, Technicians, and other support staff.
  • Oversees the AFC Hub Center and assigned employees.
  • Manage all contracts associated with the operation and maintenance of AFC subway parts and devices.

Minimum Qualifications

  • Bachelor’s degree from an accredited institution in Business Administration, Project Management, Engineering, or related field.
  • Seven (7) years of experience in monitoring, maintenance, and repair activities related to AFC equipment, devices, parts, associated equipment, and related software systems.
  • Five (5) years of leadership, managerial, and/or supervisory experience with labor unions and/or field personnel.
  • Experience performing variance analyses and devising solutions to correct variances.
  • Demonstrated proficiency in the Microsoft Office Suite.
  • Possession of a valid driver's license without infractions in accordance with MBTA policy.

Other Qualifications

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement. 
  • An associate’s degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
  • A master’s degree in a related subject substitutes for two (2) years of general experience. 
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one (1) year of experience.
