Duties
Duties and Responsibilities: HR Advisory: Provides authoritative management advisory services in Security related matters. Advises applicants, employees, co-workers' managers, and flight chiefs of their rights as it pertains to security clearance matters. Provides fingerprinting and security verification for the Civilian Personnel Office employees. Provides courtesy fingerprints for military, contractors, FCC providers, volunteers and outside agencies on an as needed basis. Assesses the loyalty, reliability, suitability and trustworthiness of applicants and/or appointees to NAF/Federal positions. for entry and retention in sensitive and non-sensitive positions under 5 Code Federal Regulations 731. Reviews, evaluates and adjudicates reports of investigation, personnel files and other records to determine whether to grant, deny, revoke or suspend consistent with guidelines. Prepares, submits, monitors, and updates computer tracking systems concerning appropriate case material. Serves as a source of reference and guidance regarding the monitoring and maintenance of case-material. Communicates effectively with outside stakeholders to ensure that all appropriate information is received for the purpose of background investigations. Validates and ensures that submitted documents meet acceptability criteria and/or takes appropriate actions to resolve discrepancies or incomplete information. Responsible for filing correspondence and other records according to the filing system used. Effectively manages multiple priorities to include competing projects and casework. Operates office equipment (e.g., computers, facsimile machines, copiers, scanners, printers, and phone systems). Personnel security specialists provide authoritative information and assistance to organization officials by; advising on personnel security policies and related matters and on the impact of personnel security requirements on organizational missions; formulating and recommending personnel security investigative requirements; advising on procedures for adverse security determinations and employee rights; representing the organization in personnel security matters. Personnel Security Specialist advises management on matters about reinvestigation requirements, personnel assurance programs (i.e., ongoing checks on employee reliability), and related matters concerning the maintenance of current clearances and monitoring the reliability of the work force. Personnel Security Specialists applies policies and procedures for special access programs and administer civilian personnel programs for acceptance, retention, appointment, or elimination from employment. May also advise subject-matter managers concerning policies involving special access security requirements for certain sensitive positions, and other assignments. Tracks and initiates CY reinvestigation for all personnel assigned to the CY Flight (NAF, APF, FCC providers, contractors and volunteers). NBIS (National Background Investigation System): Initiates new subjects for completion of their background investigations, reviews background investigations for completeness before releasing for final review and clearance. SWFT (Secure Web Fingerprint Transmission): Scan and process fingerprint submissions electronically. CVS (Central Verification System), Database used to check the results for fingerprint submissions and used to see if applicants have a current and/or recent background investigation. Track pending investigations to see if they have been opened/scheduled, closed and adjudicated. Inform management when background investigations have been closed and adjudicated. CSO (Central Suitability Office), Database used for childcare positions only. Applicants need to be uploaded into CSO. The first tab in CSO is their personal information and the other tabs are for their background information. Requires the DD 3058 (IRC), DD 2981 (Statement of Admission) and 306 to be uploaded in the system. NP2 Portal: Secure messaging to communicate electronically with DCSA. Initiate State Criminal History Repository Check (SCHRC). DISS (Defense Information System for Security): Used to see if applicants have a current and/or recent background investigation. Owns/disowns NAF/APF civilian employees assigned to FSS as they are onboarded and resigns. Assist with military personnel as needed. DCPDS (Defense Civilian Personnel Data System): Update employee's record when investigations are closed and adjudicated. USAS (USA Staffing): Used to pull applicants OF 306, Declaration for Federal Employment, to cross reference against any results from the above databases or completion of other forms used i.e. childcare forms (statement of admission or installation records check). Performs other related duties as required. Position is a position of trust.
Qualifications
QUALIFICATIONS Ability to apply highly technical knowledge in solving complex problems and apply laws, regulations, policies and procedures to the personnel security program. Must be highly organized and have excellent oral and written communication skills. Preferred Qualifications: Subject matter expertise and hands-on experience in one or more security and/or intelligence discipline and experience implementing complex government security and/or intelligence programs and policies is preferable. Experience in the application of 5CFR731 suitability guidelines. familiarity with NBIS, CVS, SWFT, CSO, NP 2 Portal, DISS, USAS, DCPDS and PIPS and other security products. Must possess basic computer skills and have knowledge of the automated NAF personnel data system. Must be familiar with personal computer applications such as Microsoft Word, Excel, Access, Outlook and the Internet. Ability to communicate with others effectively, both orally and in writing. Must possess skill in dealing with customers and the public. Condition(s) of Employment: The incumbent must possess and maintain a favorable Tier 3, Secret Clearance. Education

Individual must fully meet qualification/eligibility/background requirements for this position.
