The Georgia Department of Community Health (DCH) is one of Georgia's four health agencies serving the state's growing population of over 10 million people. DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians.

 

Through effective planning, purchasing and oversight, DCH provides access to affordable, quality health care to millions of Georgians, including some of the state's most vulnerable and under-served populations. Six enterprise offices support the work of the agency’s three program divisions. DCH employees are based in Atlanta, Cordele and across the state.

DCH is currently seeking qualified candidates for our Associate General Counsel position. This team member will serve as a trusted legal advisor, providing expertise in drafting and interpreting rules, regulations, and legal documents. The role is responsible for analyzing complex legal and policy issues, ensuring compliance with statutes and case law, and guiding process improvement efforts across the department. The Associate General Counsel will also oversee administrative processes to monitor legal compliance, manage cross-unit projects, and apply sound judgment in resolving challenges. This position requires a strong ability to translate legal requirements into practical solutions that support the department’s mission and operations. This is a hybrid eligible position that reports directly to the General Counsel, and the performance of these responsibilities may require frequent in-office presence.

Position Duties

  • Drafts new and updated rules and regulations
  • Provides research, analysis and recommendations regarding complex legal, liability and/or policy issues
  • Reviews pending and current statutes and case law for departmental impact
  • Tracks process improvement initiatives within the office for compliance with established goals
  • Manages projects across multiple areas and units
  • Develops, oversees, and implements administrative processes designed to maintain and monitor the legal compliance of department processes
  • Drafts letters, notices, agreements and other legal documents
  • Selects appropriate methods and techniques for resolving problems

Minimum Qualifications

Juris Doctorate in a related area from an accredited college or university and license to practice law in the State of Georgia or eligibility to sit for the next Georgia Bar examination followed by Georgia Bar exam passage and licensure to practice law in the State of Georgia within one (1) year of hiring or reciprocity and three (3) years of relevant legal experience; or three (3) years of experience required at the lower-level Attorney 3 (LEP022).

PREFERRED QUALIFICATIONS:
Two or more years of experience in healthcare law and government law. Superior writing skills. Strong interpersonal skills and a commitment to fostering a team environment. Ability to manage and work at a fast pace with competing priorities.
