THE POSITION

Position Duties

Knowledge of:

• Principals in leadership, program development and oversight. 
• Occupational hazards and standard safety standards.

• Principles of hydraulics, biology, chemistry and mathematics related to water wells and distribution systems.
• Concepts of electrical, mechanical, and control systems. Familiarity of SCADA systems.

• Materials, methods, practices and equipment used in water systems, maintenance and repair activities.
• Principles of municipal budget preparation and control.
• Recent developments, current literature and sources of information related to potable water treatment and distribution and recycled water systems operation and regulation.
• Local, State, and Federal regulations pertinent to assigned areas of responsibility.  
• Modern office procedures, methods and computer software and hardware.
• Proficiency in MS Office applications (Outlook, Word, Excel, PowerPoint).

Ability to:

• Create a positive work environment that values trust, respect, integrity and honesty.
• Ensure facility compliance with Federal, State and local rules, laws and regulations.
• Manage, direct, and coordinate the work of supervisory, technical and clerical personnel.
• Appropriately hire, train, discipline, and promote staff.
• Organize, direct, and implement operation and maintenance schedules.
• Condition public and private development. Enforce regulations, apply standards, and navigate complex and sensitive matters.
• Prepare and review reports and special studies.
• Oversee the operation and maintenance of water distribution systems machinery and equipment.
• Perform responsible and difficult work involving the use of independent judgment and personal initiative.  Respond to emergencies and oversee an Emergency Services Worker program.
• Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.
• Respond with tact and discretion to City staff, officials, and the public.
• Use a wide range of software and database tools for government functions.  
• Coordinate and compile information and statistics into complete records and reports.
• Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
• Support operational projects, including implementing the use of new technology and pilot projects.
• Interpret and apply policies and procedures.
• Communicate clearly and concisely, both orally and in writing. Present to City Boards, Commissions and Council within areas of assigned responsibility.
• Establish and maintain effective working relationships with those contacted in the course of work.

EXPERIENCE AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Five (5) years of increasingly responsible experience in the operations and maintenance of a potable  and recycled water distribution facilities, including three (3) years of administrative and lead or supervisory responsibility.  

Education and/or Training:

Equivalent to an Associate’s degree with a major in hydraulics, biology, chemistry, engineering, public policy, or a related field.

License:
