Program Manager


JOB PURPOSE AND OVERVIEW
The Program Manager oversees and coordinates a multitude of cross-functional projects to achieve strategic organizational goals. The Program Manager will lead transformative initiatives that efficiently align resources, mitigate risk(s) and support the operational success of the Court. Ideal candidates are agile problem-solvers who thrive in ambiguity and require minimal supervision.

Position Duties


ESSENTIAL DUTIES AND RESPONSIBILITIES OF THE POSITION
The following duties indicate the general nature and level of work performed by the Program Manager. The following list should not be interpreted as a comprehensive inventory of all duties and responsibilities required for this position.

  1. Manage cross-functional projects delegated by the Judge, Court Administrator (and Deputy), Chief of Information Technology (IT), and Director of Communications.
  2. Develop comprehensive log system to track critical division and employee information, ensuring compliance across all Court departments.
  3. Support data collection to help manage workflows, assist with performance reviews, track tasks, and standardize procedures across departments.
  4. Produce statistical reports to support Court metrics, budget development, and annual performance metrics.
  5. Develop and maintain standard operating procedures for onboarding and knowledge transfer during staff transitions.
  6. Collaborate with the IT Director to coordinate staff training sessions, including case management systems and new technology rollouts.
  7. Support IT Help Desk operations; resolve hardware and software issues; and assist in the implementation of new technology solutions.
  8. Manage the Court’s business continuity program including develop and document comprehensive safety evacuation procedures to support emergency preparedness and compliance.
  9. Represent the Court on various workgroups dedicated to information technology projects including ensuring consistent product standards, configurations and reporting.
  10. Assist in the integration of new technology into court operations.
  11. Other duties may be required or assigned at any time.

Minimum Qualifications


QUALIFICATIONS AND REQUIREMENTS

  1. Bachelor’s degree (masters preferred) in business administration, information technology, communications, or a related field.
  2. Five years of professional experience in strategy, business operations, consulting and/or program management.
  3. Excellent written and verbal communication.
  4. Proficient in project management software, eScribers, GovQA, Non-Transcript Public Record Request systems and the Microsoft Office suite of products.
  5. Valid Ohio driver’s license, reliable vehicle, and vehicle insurance.
  6. Must occasionally lift or push items weighing up to 50 pounds.
The qualifications and requirements listed above are guidelines for selection purposes. Alternative qualifications may be substituted if considered by the Court to be sufficient to demonstrate the ability to perform the essential duties of the position. Additional consideration will be given to candidates who meet the following criteria:
  1. Ownership mentality, with the ability to identify and solve challenges independently and execute with minimal guidance, including proactive risk identification and mitigation strategies.
  2. Sharp problem-solving skills, navigating through ambiguity, with strong planning and prioritization habits.
  3. Skilled at managing multiple work streams simultaneously in a rapidly changing environment, balancing keen attention to detail with big-picture thinking.
  4. Familiarity with the City of Cleveland and its institutions.

COURT EXPECTATIONS OF EMPLOYEE
The Court expects all members of its staff to adhere to all policies, guidelines, practices and procedures; act as a role model both inside and outside the Court; perform duties as the workload necessitates in a timely, accurate and thorough manner; be conscientious about meeting department productivity standards; and communicate regularly with the supervisor about department issues. Additional requirements for employment with the Court include the following.

  1. Excellent written and verbal communication skills including the ability to communicate with a diverse group of stakeholders such as judges, Court employees, lawyers, outside agencies, businesses, news media, and the public.
  2. Knowledge of current principles and techniques of public information programs.
  3. Able to maintain a flexible schedule depending on the Court’s needs.
  4. Strong analytical and organizational skills and the ability to function at a high level within a large, complex organization.
  5. . Must have good time-management skills and be highly organized and detail oriented.
  6. Ability to prioritize work in a high-pressure atmosphere – sometimes under severe time constraints.
  7. Ability to maintain sensitive and confidential information.

The Program Manager is an at-will employee and serves at the pleasure of the Court; this is not in the classified civil service system, and the employee is not a member of a bargaining unit.
