This work unit exists to formulate public policy, implement intent and provide direction and guidance to its employees and its customers. It is responsible for leadership, vision, and administration of statewide program areas as described in the Division’s mission, strategic plans, statutes and regulations. Responsible for establishing and maintaining close working relationships with local, state, federal, and interstate governmental agencies, private wildlife/park/outdoor recreation agencies, constituent groups, and other interested parties to facilitate their involvement in the development, modification, and implementation of the Division’s long range plan and programs.

Position Duties

This position exists to work directly for the Colorado Parks and Wildlife deputy directors to provide technical and executive level support and to manage the operations of an administrative office that serves the public, commissioners, constituents, and employees.  This is a critical position, providing logistical and administrative support to the deputy directors.  This position takes a lead in delegating follow up to members of the CPW Executive Management Team (EMT) when it is more appropriate to respond than the deputy directors.  This position works with another employee who is the Director’s Executive Assistant, and ensures that the director and deputies are aware of issues and opportunities to facilitate timely and direct communication with EMT members.

Specific duties include, but are not limited to:


Administration
Performs technical and executive assistant support functions for the CPW deputy directors.  In managing the operations of the offices, evaluates and disseminates a high volume of information, manages the scheduling and agenda-setting of meetings and functions for the deputy directors, researches various issues or conflicts that arise to clarify the information and reports the findings to the deputy directors.  Responds in writing via e-mail or memo to constituents who need to understand the business of managing parks, outdoor recreation and wildlife.

Determines the content of technical publications describing program operations, serves as the primary liaison between the director’s office, staff and external stakeholders by interpreting rules, regulations, policies and other guidelines, and performs other comparable tasks which require applying knowledge of and/or interpreting basic principles, practices, rules, regulations, policies and other guidelines specific to policy, planning and operations of the agency.

Budget
Manages the deputies’ office budgets.  Estimates yearly budget needs, prepares budget documents, oversees compliance with budget guidelines, recommends adjustments to remain within overall budget limitations.  Establishes and negotiates contracts with suppliers. Interprets budget materials, guidelines and processes.  Ensures that expenses do not exceed the allocated budget.  Also responsible for working with CPW Chief Financial Officer to establish future budgets.  This position stays informed on leave rules and requirements for employees.

Research and Communication
Evaluates and disseminates a high volume of information, researches various issues or conflicts that arise to clarify the information and report the findings to the deputies.

Minimum Qualifications

Minimum Qualifications:

Four (4) years of general clerical or administrative service experience, which includes one year of experience providing administrative and operational support to executive level staff.
OR
Education and Experience:
A combination of related education in field such as business administration, education, project management, organizational development, or related field and/or general clerical or administrative service experience, which included one year of experience providing administrative and operational support to a professional staff equal to four (4) years.

Substitutions
  • Appropriate education in communications, event and meeting management, marketing, business administration, public administration or other field of study related to the duties of this position may substitute for the required experience on a year-for-year basis.
Preferred Qualifications
  • Current or former State experience relevant to this position.
  • Proficiency in Microsoft Word, Excel, Google suite.
  • Professional work experience as an administrative or program assistant (high level).

  • Strong customer service skills.

  • Meeting planning experience.

  • Ability to effectively communicate both orally and in writing.

  • Travel planning experience.

  • Strong interpersonal skills.

  • Strong project management skills.

  • Self-motivated.

  • Proficiency in Microsoft Office Suite, Google apps, and Adobe and Asana.

  • Working with the general public, professional consultants, and CPW and DNR staff, with sensitivity to their needs, priorities and commitment.

 Conditions of Employment
  • Must possess and maintain a valid state of Colorado driver's license if operating a State vehicle.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify their application from the current position.  (Please Note: Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will
    disqualify the applicant from future State employment with DNR).
