Position Summary:
The SBAP Specialist is responsible for coordinating and supporting the School-Based ACCESS Program (SBAP) to ensure compliance with state and federal regulations and to maximize reimbursement for eligible services provided to students with Individualized Education Programs (IEPs). This role involves collaboration across departments, meticulous documentation, and proactive training and support for staff. The SBAP Specialist is responsible for the successful completion of the following tasks:
  • Adhere to SBAP administrative procedures and timelines as outlined by PA Department of Education (PDE) and Department of Human Services (DHS).
  • Ensure compliance with Centers for Medicare & Medicaid Services (CMS) guidelines.
  • Monitor Random Moment Time Study (RMTS) participation and accuracy.
  • Maintain provider licenses and qualifications.
  • Conduct quarterly self-audits and prepare for Quality Assurance Reviews.
  • Review IEPs for SBAP eligibility and billing compliance.
  • Maintain accurate records including service logs and parental consents.
  • Collect and organize expenditure data for quarterly and annual cost reporting.
  • Prepare documentation for Medical Authorization reviews and audits.
  • Communicate as needed with student families, caretakers, and parents.
  • Attend network meetings to include monthly sessions at the CAIU 15 and an annual training at PaTTAN Harrisburg; meetings may be held virtually or in person.
  • Train staff, as needed, on SBAP procedures, documentation requirements, and compliance expectations.
  • Collaborate with Special Education staff and supervisors to ensure timely and accurate paperwork.
  • Communicate regularly with the Director of Special Education regarding provider compliance and support plans.
  • Work with Human Resources to verify staff certifications for billing eligibility.
  • Identify new eligible or potentially eligible students.
  • Explore opportunities to increase program revenue.
  • Stay current with CMS guidance and attend all relevant training sessions, meetings, and focus groups.
Education/Qualifications
  • Minimum Education/Certification:
    • High school diploma required; College degree from an accredited college or university in fields such as healthcare administration, education, or other related degree is preferred.
    • Possesses all PDE required clearances for school-based personnel
  • Experience Requirements:
    • Minimum of three (3) years of experience with data entry, compliance documentation, and/or financial reporting preferred.
    • Prior experience in special education, Medicaid billing, or school-based services is highly recommended.
Knowledge / Skills / Abilities
  • Knowledge of SBAP and Medicaid regulations.
  • Ability to analyze data and prepare reports.
  • Familiarity with IEPs and federal billing guidelines.
  • Background in auditing or quality assurance.
  • Proven ability to establish and maintain effective working relationships with school officials, parents, students, teachers, and support staff.
  • Ability to connect with a diverse group of people and build strong relationships
  • Proficient in MS Office, including Word, Excel, PowerPoint, and Google.
Essential Functions / Duties / Responsibilities:
  • Must reside in the state of Pennsylvania
  • Must live within driving distance of the Enola office as this position requires 3 days in-office.
  • Ability to pass the background checks required for all school employees in Pennsylvania
  • This position includes limited travel requiring occasional local travel and may include limited overnight travel
