Senior Business Analyst (Offender Case Management System) bei Maryland Department of Public Safety and Correctional Services

Position Overview: 

We are seeking a skilled and experienced Senior Business Analyst with a strong background in supporting the DPSCS Offender Case Management System (OCMS). This role requires a comprehensive understanding of public safety operations, including Parole and Probation, Division of Corrections, Arrest and Booking, Pretrial, and Maryland Parole Commission modules. The ideal candidate will have over five years of hands-on business analysis experience, strong documentation capabilities, and proven skills in troubleshooting, stakeholder communication, and systems analysis within complex government or justice-related environments.

Key Responsibilities: 

• Serve as the lead analyst supporting the Offender Case Management System (OCMS) and related modules.
• Analyze and document complex business processes for:
• Division of Parole and Probation 
  o  Division of Corrections 
  o  Arrest and Booking 
  o  Pretrial Services 
  o  Maryland Parole Commission
• Troubleshoot issues and conduct root cause analysis by reproducing user-reported workflows and identifying viable resolutions or escalation paths to developers.
• Work closely with developers, QA, and stakeholders to ensure functional, technical, and performance requirements are met.
• Maintain and manage user access, permissions, and issue resolution related to QlikView Business Intelligence tools. 
• Elicit, gather, and document requirements through interviews, workshops, and analysis sessions.
• Develop detailed documentation, including:
• Business Requirements Documents(BRD) 
  o  Functional Specifications 
  o  System Design Specifications 
  o  User Manuals and Technical Guides
• Create use cases, screen mockups, UML diagrams (using MS Visio and Axure RP), and perform gap, impact, and cost-benefit analyses.

Assist in creating and managing traceability matrices and supporting software testing including UAT.

Support both Agile and Waterfall SDLC methodologies across different project phases.

• Develop and execute SQL queries to validate data integrity and support data analysis.
• Collaborate with project managers, stakeholders, and QA teams to ensure project scope and timelines are met.
• Deliver impactful presentations tailored to business and technical audiences.

Required Qualifications: 

• 5+ years of experience as a Business Analyst in enterprise or government environments.
• In-depth knowledge of OCMS and modules related to parole, corrections, and justice services.
• Experience with QlikView BI Tool troubleshooting and access management.
• Strong documentation and business writing skills.
• Hands-on experience with:
• UML modeling (Use Case, Sequence, Activity, State diagrams) 
  o  Use case development and user story documentation 
  o  Requirements traceability and impact analysis
• Familiarity with web services technologies (HTTP, XML, SOAP, WSDL).
• Strong SQL skills with understanding of ETL processes, database schema, and data warehousing concepts.
• Experience assisting with test planning, test case development, and facilitating UAT sessions.
• Excellent communication, critical thinking, and stakeholder management skills.

Preferred Qualifications: 

• Prior experience with the Maryland Department of Public Safety and Correctional Services (DPSCS) or similar justice/corrections systems.
• Experience with Microsoft Office Suite, MS Visio, Axure RP, and project tracking tools (e.g., Jira, Azure DevOps).
• Familiarity with Remedy or other ticketing systems.
• Understanding of security and compliance requirements in public sector IT environments.
