Description

Plans and provides oversight to aspects of the daily operations in Community Living programs. Supports and provides directions to Community Living managers. Orchestrates the implementation of new grant programs and initiatives in the Community Living portfolio of activities. Reports to the Chief Executive Officer.  Salary:$90,000/yr-$130,000/yr DOE

Essential Functions

  1. Manages the Community Living Programs Division  (45%):  oversees the daily operations of all direct and homecare services including Options Counseling, Caregiver Support, Department for Aging and Rehabilitative Services, Meals on Wheels, Nutrition Programming and Education,  Active Lifestyle centers, Care Coordination, RSVP, Senior Cool Care, Senior Farmer’s Market, Title V, CDSME Program and Intake for all divisions. Ensures services are provided in compliance with funding requirements and program objectives. Manages budgets for the Community Living division.
  2.  Supervision (30%):  provides directions and oversight to the Community Living managers and direct administrative personnel and their employees; hires and evaluates key staff in the division; assesses and coordinates staff training to maintain service quality and certification requirements of para-medical staff; provides guidance to supervisors in solving difficult or unusual situations with clients, their family, and Bay Aging.
  3. Community Outreach (15%):  advocates on the Agency’s behalf to promote awareness of services offered to elderly and disabled populations within the local community and with stakeholders locally and at the state level.
  4.  Director and  Leadership Team (5%):  attends  meetings, provides community living/ eldercare expertise for new initiatives and grant applications.
  5. Billing and Fiscal Reporting (5%):  works with the Finance Department to ensure timely and accurate billing to the Agency’s funding sources for the services rendered by the Community Living programs.

Supervisory Responsibility

  • The incumbent in this position  has supervisory responsibility. They will be expected to provide leadership, instruction, evaluation and development opportunities to colleagues and volunteers. This position provides direct supervision currently to 8 full time employees.

Working Environment

Office-based position with minimal physical requirements (ability to lift 15lbs., walking and climbing stairs). Requires regular independent travel around the area by Bay Aging. 20% of essential functions of the position can be performed virtually.

Qualifications

Relies on experience and judgment to plan and accomplish goals. Performs a wide variety of tasks. Leads an organization of up to 30 full-time and part-time employees. Is responsible for a $5 million  operating budget.

Decision making – Handles all daily responsibilities relative to the Community Living operations independently. Informs supervisors in cases leading to possible employee termination. Works closely with supervisors when considering capital investment or major expenditures as well as change in organization structures.

Working knowledge of:

  • Healthcare administration and human services administration
  • Employment laws and procedures and personnel management best practices
  • Area Agency on Aging compliance requirements
  • Budgeting and accounting procedures
  • Grant development, administration, reporting and monitoring

Ability to:

  • Work in and away from the office, including attend community functions within the Agency’s service area in the evening and occasionally on weekends. Occasional overnight travel is required.
  • Establish and maintain effective working relationships with employees, Board of Directors, community leaders and political representatives at the local and state level.
  • Present ideas and concepts to large and small audiences and provide training on a variety of topics.

Skills:

  • Excellent oral and written communication skills
  • Proficiency in Microsoft Office programs (e.g. Word, Excel, email, PowerPoint, etc.)
  • Ability to quickly learn new programs, regulations, software, etc.
  • Excellent customer service skills

Education:

Requires a bachelor’s degree and at least 3 years of experience in healthcare or human services administration. Familiar with a variety of concepts, practices, and procedures related to funding of and services of eldercare, low income, and disabled populations. Must possess a valid driver’s license.
