The City of Oceanside is accepting applications for the position of Water Utilities Plant Electrician I in the Electrical and Supervisory Control and Data Acquisition (SCADA) Division of the Water Utilities Department. This division oversees the maintenance and repair of all water utilities electrical systems.

About Our System   

The Oceanside Water Utilities Department owns and operates:  

• 2 wastewater treatment plants

• 1 water treatment plant  

• 1 recycled water treatment plant   

• 1 advanced water purification facility – Pure Water Oceanside!  

• 1 groundwater purification facility  

• 12 water reservoirs  

• Dozens of booster pump stations and 32 lift stations  

• Hundreds of miles of water and wastewater pipelines  

About the position   

This position requires a foundation of electrical experience, including demonstrated live-work skills, preferably above 240V.  Water Utilities Plant Electrician career path where you will refine your skills as an electrician and develop skills in motor control and a comprehensive understanding of water and wastewater system. The role provides opportunities to expand knowledge of water and wastewater electrical systems, while applying practical field experience and the ability to work independently on core electrical tasks.

Who we are looking for…  

The Water Utilities Electrical and SCADA Division is seeking a skilled electrician with proven hands-on experience, confident working on live systems from 120V up to 480V, motivated to develop a rewarding career in the water and wastewater industry.  


Position Duties

A Water Utilities Plant Electrician I performs comprehensive preventive maintenance and corrective maintenance on varied electrical distribution equipment and sub-systems at water utility plant facilities including transformers, distribution switchboards, motor control centers, breakers, starters, relays, switches, lights, conduits and wiring, motors, actuators,  generators and other construction related electrical work; must be able to work with AC voltages up to 600 volts.

Tests, troubleshoots and repairs electrical problems, both minor and major, in automatic main power controls, feeders, panels, sub-panels, and electrical components.
 
Performs minor field design, modifications with supervisor's/lead's approval, survey, uses documentation and testing to existing electrical equipment and sub-systems; construction, installation and testing of new electrical equipment systems; performs light mechanical work related to electrical systems.

Independently researches, specifies and procures materials used in the performance of duties; reviews project documents prior to construction.

Performs troubleshooting, repair, and programming changes to hardware and software utilized in electrical equipment such as VFDs and power distribution switch gear.

Develops and maintains records, drawings, and manuals; develops field sketches and updates record drawings of electrical systems; operates, interprets and acts on results of electrical test equipment.

Operates maintenance management computer to access pertinent information.

Reports need for and with approval reorders stocks and supplies.

Required to drive a vehicle in the performance of duties.

Perform other related work as assigned. 

Minimum Qualifications

Knowledge of:

  • Methods, tools, and materials used in the development, construction and maintenance of electrical equipment employed in the operation of water and wastewater treatment, pumping, and storage facilities;
  • Basics of electrical theory and safe work practices;
  • Computer applications relevant to maintenance functions and other city functions such as Microsoft software such as Outlook, Word, Excel, etc.,
  • Principles of electrical theory as applied to electrical circuits and wiring systems.
  • Methods and techniques of maintaining, installing and repairing electrical systems and equipment.
  • Methods and techniques of troubleshooting electrical system malfunctions.
  • Operating characteristics and application of electrical test equipment.
  • Electrical and practical mathematical principles.
  • Occupational hazards and standard safety practices.
  • Pertinent City and State codes for electrical installation.

Ability to:

  • Safely perform varied electrical skills;
  • Perform advanced, close tolerance work to a high level of accuracy; interpret technical manuals, drawings and specifications;
  • Read single line diagrams, ladder diagrams, and construction drawings;
  • Operate, interpret and act on results of electrical test equipment;
  • Keep accurate records;
  • Demonstrate aptitude in electrical and practical mathematics;
  • Understand and carry out oral and written directions;
  • Successfully coordinate work with and assistance of City staff, consultants, and contractors;
  • Establish and maintain cooperative working relationships. 

Experience and Training
Experience: Two years of experience in the installation, maintenance and repair of electrical and electronic systems in a water or wastewater treatment plant; or in an industrial environment performing installation, maintenance, and repair of electrical and electronic systems.
 
Training: Equivalent to completion of the twelfth grade and completion of an accredited electrician apprenticeship program, or equivalent combination of college level courses in electrical, electronic engineering or a related field.

License/Certificate:
  • Possession of a valid California Class C Driver's License and a satisfactory driving record as a condition of initial and continued employment.
  • State of California General Electrician Certification.
  • Possession of the California Water Environment Association (CWEA) Electrical/Instrumentation Grade II Certificate within thirty-six (36) months of hire date.
As a condition of employment, incumbent must obtain a California Water Environment Association (CWEA) Electrical/Instrumentation Technologist II certificate within thirty-six four (36) months of hire date.
 
Internal candidates: Failing to obtain the California Water Environment Association (CWEA) Electrical/Instrumentation Technologist II certificate within thirty-six (36) months of hire date will be reverted to their previous classification without right of appeal.
 
External candidates: Failing to obtain the California Water Environment Association (CWEA) Electrical/Instrumentation Technologist II certificate within thirty-six (36) months of hire date will be terminated without right of appeal.

Other Qualifications

Environmental Conditions: Indoor and outdoor environment; exposure to electrical and radiant energy, voltage up to 600 volts, noise, dust, grease, smoke, fumes, gases, moving objects/vehicles, inclement weather conditions; work or inspect in confined spaces; work on slippery or uneven surfaces; work at heights on scaffolding and ladders; work in or with water and wastewater; work with machinery.
 
Physical Conditions: Essential functions may require maintaining physical condition necessary for stooping, kneeling, crawling, walking, climbing; walking or standing for prolonged periods of time; light to moderate lifting and carrying; operating motorized equipment and vehicles; required to wear appropriate personal protective equipment (PPE) for job assignments.

Selection Process:  All properly completed applications and supplemental questionnaires will be reviewed and the most appropriately qualified individuals will be invited to continue in the selection process. Failure to provide all required application materials will result in disqualification from the selection process. The process may include any combination of a written exam, oral interview, and/or skills assessment to further evaluate job related qualifications.  Candidates who successfully complete the selection process will be placed on an eligibility list and will remain eligible for employment consideration for a minimum of six months.

Note:  Prospective employees will undergo, and must successfully pass, a background reference check (including fingerprinting) and a medical examination. Drug screening may be required.
