The City of Oceanside is accepting applications for the position of Watershed Protection Specialist I/II. This program is a part of the City’s innovative Green Oceanside environmental division which oversees all aspects of the Watershed Protection, Water Use Efficiency, and Solid Waste & Recycling programs.

Position Duties
Under general direction, is responsible for developing and implementing environmental programs in compliance with federal, state, and local regulations for municipal stormwater management and watershed protection. Assists in the completion of compliance inspections, water quality monitoring, environmental education/outreach and technical reports to comply with municipal stormwater permits, and performs other related duties as required.

Watershed Protection Specialist I – This is the entry-level class in the Watershed Protection Specialist series. This class is distinguished from the Watershed Protection Specialist II by the performance of the more routine tasks and duties assigned to this position, including routine stormwater pollution prevention inspections, investigating reports of illegal discharges to the storm drain system reported by the public and City officials, environmental and water quality sampling, data management and environmental outreach efforts. Work is reviewed in progress and/or upon completion for accuracy and completeness.
Watershed Protection Specialist II – This is the journey-level class in the Watershed Protection Specialist series within the Watershed Protection Program. Employees within this class are distinguished from the Watershed Protection Specialist I in the variety and complexity of stormwater compliance inspections, discharge investigations and development of environmental education campaigns under the Green Oceanside initiative. The primary responsibility of the Watershed Protection Specialist II is to plan, organize and implement work tasks to ensure compliance with regional stormwater permits and the City’s Jurisdictional Runoff Management Program. Incumbents at this level are expected to work independently and schedule their work within required timeframes to meet the objectives of the program. This position provides training, guidance and oversight to less experienced staff. Positions at this level are distinguished from other classes by an emphasis on ongoing, independent, programmatic responsibilities. Positions in this series are flexibly staffed and may be filled by advancement from the I level. Advancement is not based on time in grade, but solely at the discretion of the Water Utilities Director, the organizational needs of the department, appropriate certification requirements and satisfactory job performance.
Educates citizens and businesses on storm water pollution prevention practices and applicable regulations and permit requirements, coordinating enforcement actions when necessary. Develops and implements community environmental education and outreach content for various platforms including websites, social media, brochures and flyers. Plans and conducts environmentally-focused community events including litter cleanups and public workshops. Remains informed on federal and state water quality legislation and regulations; works with customers, stakeholders and City staff to resolve questions, problems and complaints related to stormwater compliance. Performs stormwater compliance inspections at industrial, municipal and commercial facilities with increasingly independent authority, with an emphasis on guidance for pollution prevention best management practices. Provides information on environmental ordinances to customers, businesses and the development community. Assists with ordinance development as needed to comply with State and Federal regulations and implement the Jurisdictional Runoff Management Program. Participates in permitting and implementation processes as they relate to watershed protection and habitat restoration projects. Conducts field work to collect water quality and other environmental data as required by stormwater permits and/or pollutant source investigations. Assists with administering grant applications for environmental improvement projects. Prepares State-mandated reports involving interpretation of technical data, creating charts and databases and report writing. Conducts public speaking when necessary; deals with the public tactfully to maintain cooperative relations with those contacted in the course of duties. Effectively utilizes software applications to fulfill duties of the position, e.g., word processing, spreadsheet, database and presentation applications. Communicates clearly, concisely and effectively, both orally and in writing; may be called upon to speak at various City and intergovernmental committees, commissions and City Council meetings.
Minimum Qualifications

WATERSHED PROTECTION SPECIALIST I
- Data analysis methods.
- Modern principles and practices of chemistry, biology, microbiology, environmental science, environmental policy, or environmental protection applicable to resource management, urban runoff, wastewater, water use, water efficiency, hazardous materials, industrial waste, or solid waste, recycling, and organics management.
- Principles and practices of municipal storm water, solid waste, and/or water conservation laws and legal terminology.
- Public relations principles.
- Applicable state and federal laws.
- Principles and practices of customer service.
- Learn and perform technical analyses to detect, characterize and quantify pollutants and their fate and transport in the environment.
- Learn proper use of monitoring, sampling, and basic testing equipment commonly used to collect environmental data related to water quality, solid waste characterization and/or environmental monitoring projects.
- Conduct research and prepare complete and accurate analyses, reports and recommendations on a variety of environmental issues;
- Utilize computer systems to enter, analyze, and retrieve data;
- Interpret and apply applicable codes and ordinances;
- Exercise sound judgment and common sense;
- Learn to apply procedures, techniques, and interpret and make decisions related to job duties.

Experience and Training
Experience with water quality testing, storm water permit compliance, habitat restoration and management projects, or any other combination of environmental regulatory compliance experience is highly desirable.
WATERSHED PROTECTION SPECIALIST II
In addition to the qualifications for Watershed Protection Specialist I:
Knowledge of:
- Advanced knowledge of stormwater best management practices (BMPs) commonly used at industrial and commercial facilities, construction projects and for new development drainage design;
- Advanced methods pollutant detection in urban runoff or other wastes, and their effect on the environment;
- Plan, organize and implement wide-reaching environmental education projects;
- Habitat restoration, enhancement and/or mitigation practices, including knowledge of stream and wetland morphology, ecology and common California permitting processes required by applicable State and Federal agencies;
- Research methods, statistical data analysis and report preparation;
- Key developing State and Federal environmental legislation and regulations;
- Coordinating work with consultants, intergovernmental agencies and/or stakeholders;
Ability to:
- Develop and implement community outreach and engagement programs promoting watershed protection and stormwater pollution prevention through the Green Oceanside campaign;
- Plan, schedule and organize mandatory compliance workloads with a high degree of
independence of action; - Conduct research and prepare complete and accurate analyses, reports and recommendations on a variety of issues;
- Prepare clear and concise oral and written reports, both narrative and statistical;
- Establishandmaintaineffectiveworkingrelationshipswithalllevelsof City staff, other governmental agencies, and the general public;
- Prepare clear, concise and decisive analyses and reports as required for review by executive City staff, committees, commissions and the City Council.
- Demonstrate an awareness and appreciation of the diversity of the community.
Experience and Training
Experience: Two years of increasingly responsible experience in environmental science, environmental policy, environmental or civil engineering, hydrology, natural resource management or a related field.
Experience working with storm water management regulations, ecosystems improvements, or other related environmental regulations.
Training: A Bachelor’s degree from an accredited college or university in biology, hydrology, civil and/or environmental engineering, environmental science, environmental policy, resource management; or a related field.
License/Certificates:
Possession of, or ability to obtain, an appropriate, valid California driver’s license.
The Watershed Protection Specialist II position requires the possession of or the ability to obtain, within one year of date of hire, one of the following certifications:
- Professional in Storm Water Quality (CPSWQ); or
- Professional in Erosion and Sediment Control (CPESC); or
- Certified Municipal Stormwater Specialist (CMS4S); or
- California Registered Environmental Health Specialist (REHS); or
- Certified Erosion, Sediment and Storm Water Inspector CESSWI); or
- Qualified Industrial Stormwater Practitioner (QISP); or
- Qualified SWPPP Developer (QSP)

Other Qualifications
Selection Process: All properly completed applications and supplemental questionnaires will be reviewed and the most appropriately qualified individuals will be invited to continue in the selection process. The process may include any combination of a written exam, oral interview, and/or skills assessment to further evaluate job related qualifications. Candidates who successfully complete the selection process will be placed on an eligibility list and will remain eligible for employment consideration for a minimum of six months.
