The Compliance Analyst is responsible for ensuring compliance with grants and federal and state regulations, as well as state and program policies. This position oversees data collection, analysis, and reporting. Responsible for investigating workplace incidents, tracking completion of all required services, and analyzing data to identify concerns and trends for the purpose of program improvement. The Compliance Analyst provides information to the Associate Director concerning all areas of compliance.

MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION and/or EXPERIENCE

  • Bachelor's degree in Business, Organizational Management/Leadership, Data Science/Analytics or a related field. · Three years of experience in the area of compliance, auditing, investigations, or a related field.
  • Experience with data analysis and identifying trends preferred.
  • Equivalent combination of education and experience may be considered.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Driver qualifications are required for this position. Valid driver license, insured vehicle available for use on the job, and a satisfactory drive record for the previous three years are required.
  • CPR/First Aid Certification is required within the first 30 days of hire.
  • Candidate must pass pre-employment and random drug screenings.
  • Candidate must pass a comprehensive MWVCAA background screening prior to employment.
  • Candidate must pass Oregon Department of Human Services criminal background check.

KNOWLEDGE, SKILLS AND ABILITIES

  • Possess advanced computer skills. Proficient in Microsoft Word, Excel and Outlook, database software, online tools, and video conference platforms.
  • Strong communication skills related to presenting information to management, public groups, and Agency staff.
  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to write and present technical documents.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES This job description is not intended to be all-inclusive. Employee will also perform other reasonably related business duties as assigned by immediate supervisor and other management as required.

Data Analysis, Monitoring and Procedures

  • Responsible for systematically investigating workplace incidents, accidents, near misses, safety violations, and employee violations of company policies. Duties include gathering evidence, interviewing witnesses, reviewing relevant documentation, and analyzing root causes. Prepares clear, detailed reports with findings and recommendations to support corrective actions, disciplinary measures if applicable, and strategies to prevent recurrence. Ensures all investigations are conducted in accordance with organizational policies and legal requirements.
  • Creates and implements a monitoring system that tracks the completion of all required services, including the distribution and follow up to monitoring reports.
  • Informs directors of concerns, trends or gaps identified through data analysis.
  • Annually coordinates policy and procedure updates and the distribution of updates.
  • Pursues Program Critical Strategic Goals: Embraces the mission and philosophy of Trauma Informed Care, Motivational Interviewing, recovery, client-centered services, Coordinated Assessment, and Harm Reduction strategies.

Reporting, Assessments and Planning

  • Provides data to Associate Director for reporting to the Board of Directors, and to be utilized in grant applications.
  • Collaborates with the Associate Director to create program improvement plans where necessary.
  • Participates with Management team on program planning and long and short-term goals and objectives.
  • Facilitates periodic review and discussion with Management team on goal progress for long and short-term goals.

Investigations

  • Works in partnership with Associate Director when complaints are received, or concerns are identified, to determine whether an investigation is warranted.
  • Initiates investigations by assigning a team comprised of one manager and one supervisor, or two managers.
  • Meets with investigation team to debrief and gather written documentation, reporting back to the director's team for recommendation.
  • Identifies additional training needs during investigations, delivers, and coordinates appropriate training as needed.
  • Retains documentation of investigation and enters on a tracking spreadsheet.

  • Maintains calm dispositions and regulates emotions when clients, staff, or others may become escalated.
  • Regulates emotions and handles pressure of frequent demands for attention, time and work tasks.
  • Specific vision abilities required by this job include close vision and ability to adjust focus.
  • Occasionally lift up to 25 pounds.
  • Manual dexterity for handling office equipment.
  • Occasional driving in all weather conditions to sites in Polk and Marion counties.
  • Requires moderate planning, problem-solving, and resourcefulness while facing regular deadline pressures.

 

WORK ENVIRONMENT

  • Works in conjunction with ARCHES and community partner programs serving client population experiencing homelessness, substance use disorders, and/or severe and persistent mental illness, and/or unpredictable behavior.
  • Indoor work environment with frequent interruptions and demands.
  • Working with staff/clients over the phone and in-person.
  • Occasional remote work from home.
  • Occasional driving in all weather conditions. Occasionally exposed to outside weather conditions.
  • Variable and flexible work hours.
