The purpose of this position is to provide Resource Conservation and Recovery Act (RCRA) & Clean Air Act (CAA) compliance support to the Environmental Management Unit (EMU) at the U.S. Department of Agriculture (USDA), Agricultural Research Services’ Beltsville Agricultural Research Center (BARC) in Beltsville, MD. The BARC conducts cutting-edge research to solve agricultural problems, improve the quality and safety of food, feed, and fiber, and ensure efficient, sustainable production systems that benefit both producers and consumers. Its work includes a broad range of disciplines, from animal and human nutrition to crop protection, natural resource management, and the development of advanced technologies for the agricultural sector.  


  

Essential Duties and Responsibilities:

The primary responsibilities of the position will include but not limited to:

  • Serve as primary subject matter expert and POC for RCRA and CAA compliance.
  • Possesses  up to date 40-hour HAZWOPER training and DOT training certifications
  • Conducts regular inspections of central accumulation areas and satellite      accumulation areas focusing on compliance. 
  • Be  an expert in RCRA and COMAR, ensuring all compliance requirements are met at the facility for management of hazardous and universal waste.
  • Maintain and update the facility contingency plan, serve as the primary POC for response.
  • Maintains records for training and compliance inspections.
  • Responsible to ensure compliance requirements including satellite accumulation area inspections, central accumulation area inspections, waste pickup request tracking, training delivery, training development, biennial report development, manifest review, emergency response support, contingency plan development, contingency plan implementation, recordkeeping, local authority collaboration, and other related requirements
  • Adheres  to BARC’s physical security and biosecurity policies 
  • Communicates clearly and professionally verbally and in writing with others, using  appropriate vocabulary
  • Ensures  service providers have adjudicated background investigations consistent with the Agency’s policies
  • Maintains  confidentiality regarding all research activities 
  • Provides information and assistance to researchers and Center leadership to achieve and maintain compliance with RCRA and COMAR
  • Maintains complete and accurate records of all compliance inspections and training.
  • Communicates  clearly and professionally verbally and in writing with others, using  appropriate vocabulary
  • Provides information and assistance to researchers and Center leadership to achieve  and maintain compliance with established policies and procedures.
  • Notifies designated government CO or COR when there is a need to prepare and submit written work orders for facility repairs that impact the environment
  • Evaluate and ensure facility compliance with the synthetic minor air permit
  • Ensure proper monthly emissions data collection and rolling emissions calculation
  • Complete annual air emissions statement. 
  • Complete new generator PTC applications. 
  • Ensure proper training and record keeping for Incinerator operations.
  • Ensure proper record keeping. 
  • Complete New Source Performance Standard reports.
  • Ensure proper training and oversight of boiler & generator operators. 

Requirements

  • A bachelor's degree in a relevant field such as Environmental Science, Environmental Engineering, Environmental Policy, or      related sciences like Chemistry, Geology, or Biology
  • Minimum of 7 years of work experience in the industry
  • HAZWOPER trained and certified
  • Proficient in Microsoft Office 365 Suite, SharePoint as well as Adobe Acrobat. 
  • Proficient in organizing and utilizing MS Teams for communications and project management.
  • Effective communicator in both written and oral presentations.

  

Full-time Day Shift: Monday-Friday, Flexible Start Times

Pay Rate: $75,000-$105,000/annual
