About the Department

The Prince George's County Department of Parks and Recreation is actively seeking a dynamic and strategic Budget Manager to lead the management of its $420 million operating budget across four major funds. This pivotal role involves establishing budget preparation procedures, providing direction for 17 operating divisions, and ensuring continuous staff training on fiduciary responsibilities. The ideal candidate will possess exceptional presentation and interpersonal skills to effectively conduct budget forums for senior management and citizen groups, while developing an effective budget team of professionals. 

In this role, you will supervise an Assistant Budget Manager, Division Budget Coordinators, Project Charge Coordinator, and Cost Recovery Team. You will also implement approved fee schedules within the operating budget, maintain revenue models, and oversee the Financial Management Division’s Cost Recovery Unit. A thorough understanding of state and local tax laws and fiscal policies is essential. This position reports to the Financial Services Division Chief. 

As the Budget Manager, you will lead budget strategy and fiscal performance management, including budget KPIs, variance management, and process improvements, and drive the highest levels of services to our divisions. You will also serve on various committees to further the Department's goals and objectives. The ability to manage and prepare timely, accurate information and data is crucial, as is the capacity to work with diverse groups and present information publicly. 

Position Duties

  • Effectively and efficiently plan, develop, and manage the annual operating budget preparation for the Department of Parks and Recreation, including careful coordination with the CIP Budget Administrator. 
  • Serve as the day-to-day liaison to the Corporate Budget Office for operating-budget deliverables. 
  • Prepare and coordinate budget strategies in accordance with the County's Spending Affordability Guidelines, the Department's Capital Improvement Program, the Commission's Six-Year Plan and Planning Board directions/policies; strategies will include specific cost-cutting and revenue enhancement actions. 
  • Establish budget-execution procedures consistent with policies set by Department and Commission leadership. 
  • Proficiently manage the departmental budget by strictly monitoring and controlling expenditures in accordance with the approved budget. 
  • Conduct timely quarterly/periodic reviews of Departmental revenues and expenditures and (where necessary) reallocate funds or institute other measures as required consistent with sound financial management practices. 
  • Work closely with Division Chiefs to implement established Departmental budget and spending practices and to assure continued compliance with these practices. 
  • Prepare and make internal and community presentations; brief appointed and elected officials only when delegated by the Department Head. 
  • Supervise Assistant Budget Manager, Divisional Budget Coordinators, Project Charge Coordinator, and Cost Recovery Team. 
  • Establish clear, consistent goals and objectives for the Department's budget management work program in alignment with each individual staff person's performance plan. 
  • Address specific Divisional needs through the Department's budget management program through analyses and make business process recommendations to improve efficiency and achieve cost savings. 
  • Professionally represent the Department when addressing the public, community, organizations, business groups, government officials, and intergovernmental organizations 
  • Provide comprehensive education and development for all relevant staff in the principles of fund accounting. Ensure a thorough understanding and practical application of the Department's budget structure and the Commission's Enterprise Resources Program financial software system.

Minimum Qualifications


1. Bachelor's Degree in Human Resource Management, Finance, Business Administration or Public Administration or any related field.
2. Six (6) years of progressively responsible experience that includes substantive work in the range of duties and responsibilities in this class specification.
3. An equivalent combination of education and experience may be substituted, which together total 10 years.

Preferred Qualifications

  1. Degree in Finance or Accounting. 
  1. Eight years of progressively responsible budget development experience. 
  1. Knowledge of Commission facilities, operations, and organization. 
  1. Effectively manages multiple projects, pays attention to detail, and prioritizes. 
  1. Consistent, trustworthy, maintains confidence, and is discreet with sensitive information. 
  1. Demonstrated exceptional leadership abilities with a proven track record in team development and success. 
  1. Database experience as it relates to utility and financial analysis.

Class specification: Department Program Manager

Working Conditions:
Works in an office environment that is adequately lighted, heated, and ventilated. Considerable pressure to meet deadlines.
