Duties & Responsibilities
Serves as a Foreign Military Sales support Individual for the Swiss PATRIOT Program. Display comprehensive knowledge and understanding of Department of Defense (DoD), Industry, and Army concepts, principles, and policies. Supports the functions or processes in the R&R field to include verification of funding and repair capabilities, assigning a repair facility, transportation, disposition of asset, and reporting updates to customer as needed. Updates WebRoR in Security Cooperation Information Portal (SCIP) with updates provided by the Repair facilities. Assists in responding to all R&R action items and taskers. Monitors the receipt and issue of funds for the R&R Program to ensure availability of funds to meet program requirements. Establish and conduct a continual monthly review of the R&R program with the partner’s Foreign Liaison Officer (FLO) to identify problems and/or schedule conflicts and make adjustments as necessary.
Participate in planning phases for Program Management Reviews. These phases include providing meeting location and hotel recommendations, track attendees and ensure there are valid visit requests in place, staff out requested topics, prepare briefings, provide read-ahead material to the foreign partner, and make and deliver briefing books. This also includes ensuring there is a meeting location established with audio and visual capabilities. Will brief both USG and FMS General Officer level personnel on program status to include issues, action item responses, projected schedules and financials for R&R during international logistics program presentations.
Maintain delivery and production reports of all FMS deliveries and repairs to ensure all performance parameters and partners’ needs are being met. Reports are closely monitored, updated and reviewed to keep the program and leadership apprised of any interface problems. Manage and coordinate partner Supply Discrepancy Reports (SDRs) to include updating CMA with any updates, reporting any updates to the partner as needed, requesting and providing disposition instructions. Work closely with prime contractors to get resolutions for SDRs. Respond to any partner inquiries the partner may have regarding current SDRs or SDR policies. Supports International Engineering Support Program activities. Attend IESP meetings. Ensure the partner receives the most current and vital information regarding their PATRIOT weapon system and current configuration. Send all meeting invites to the partner, track all attendees and ensure there is a valid Visit Request in place prior to all IESP meetings. Monitor IESP funding availability to ensure there is not a break in service. Assist with coordination of OCONUS events to ensure USG travelers have proper base access and visit requests in place.
Assist in determining unique requirements and ensure requirements are met in accordance with the FMS Letter of Offer and Acceptance (LOA). Assist with the determination process, tracking overall status, identifying issues, resolving problems, and providing a comprehensive analysis of program status in order to meet cost, schedule and performance requirements of the FMS LOA. Attends technical meetings, review technical reports, visits contractor plants, and makes periodic site visits to determine FMS Country requirements are being met in accordance with the FMS LOA. Conduct briefings to Foreign Allied Nations during FMS Management Reviews on the status and on-going actions of FMS LOA execution.
Development of Amendments to FMS cases. Utilize working knowledge of Security Assistance procedures, methods, regulations, policies, and programs that impact international logistics programs to ensure that all cases assigned were properly executed. Conduct technical Letters of Request (LOR) reviews with the Program Office and Prime Contractors to ensure the LOR is executable and resource requirements can be met. Responsible for writing LOAs using the guidelines established in the Security Assistance Management Manual and working with other FMS Stakeholders when required to complete FMS case requirements. The Total Package Approach (TPA) is considered in case development, cost analysis, and execution of case requirements. Proficient knowledge of knowledge of LORs, LOAs, and the entire lifecycle (Pre-LOR, LOR, LOA Development, Execution and Case Closure) is required. Assists in developing recommendations for a LOR for LOA. Develop Manpower and Travel Data Sheets (MTDS) to ensure financial sufficiency for FMS program execution during the development of LOR recommendations. Develop and update case transportation plans as needed.
