8:00 a.m. – 4:30 p.m.  Monday – Friday. Eligible for participation in Modified or Hybrid schedule


Nature of Work

The Senior Financial Analyst provides financial expertise and analysis to a wide variety of financial management practices, policies and processes. This position will identify and research financial, legal and program issues, prepare appropriate analysis, recommend alternatives, and assist in implementing resolutions.


Responsibilities include assisting with the preparation of the city’s Annual Comprehensive Financial Report including analysis and implementation of new accounting standards.


Key characteristics of work include:

  • City-wide focus and responsibility

Position Duties

Essential Duties

  • Strategic planning and decision support
    1. Advises on financial management policies and programs.
    2. Identifies opportunities to streamline financial processes and enhance outcomes by analyzing new and existing program plans, goals, objectives and best practices and recommending strategies for improvement.
    3. Creates financial models, cost-benefit analysis, risk analysis, and presentations for stakeholders and leadership to improve decision making.


  • Financial Reporting and Analysis
    • Monitors and reconciles financial records and accounts to maintain accuracy, compliance, and integrity.
    • Identify trends, variances, and areas of concern.
    • Prepares workpapers to support financial audit.
    • Reviews and interprets new GASB standards and develops implementation approach.


  • Project Management
    • Develop scope, timelines and identify stakeholders for assigned projects; communicate effectively with stakeholders and leadership through project completion.
    • Maintain effective relationships with department staff to coordinate city-wide projects.
    • Present recommendations to leadership, including the City Council if needed.


General Duties:

  • Assists in training Finance and other City staff in accounting skills, best practices and updated processes. 
  • Support and enforce City policies, procedures, operations and safety rules. 
  • Coordinates efforts to ensure Richfield is an equitable, inclusive and respectful organization and supports the City’s mission, vision and core values.
  • All other duties as assigned. 




COMPETENCIES

  • Demonstrates a broad knowledge and understanding of the functions and responsibilities of government entities and public administration.
  • Demonstrates extensive knowledge of computer applications. Must be comfortable with a variety of computer programs including ERP systems, Reporting tools, and Microsoft Office.
  • Demonstrates proficiency in building and maintaining financial models for forecasting, budgeting, and scenario analysis.
  • Demonstrates knowledge of operating and capital budgets.
  • Demonstrates knowledge of state and federal laws, statutes, and regulations pertaining to financial reporting and management.
  • Demonstrates excellent analytical and problem solving skills.
  • Demonstrates ability to set priorities, organize work assignments, and be productive with minimal supervision and direction.
  • Demonstrates ability to do research and prepare concise, detailed reports on a variety of subjects.
  • Demonstrates ability to establish and maintain effective working relationships with others.
  • Demonstrates excellent communication skills, both verbal and written.
  • Demonstrates ability to maintain confidentiality. 
  • Demonstrates ability to have initiative and follow-through with minimal direction.
  • Demonstrates ability to understand and respect the diversity of customers and co-workers, effectively communicating with individuals whose first language may be one other than English. 


Minimum Qualifications

  • Bachelor’s degree in finance, accounting, economics, or related field or AA degree in accounting with equivalent experience may be substituted for degree.
  • Minimum of 5 years’ experience in budget, accounting, financial analysis and/or a combination of education and training which demonstrates ability to perform the duties as described and required to carry out the senior-level responsibilities of the position. 
  • Technical proficiency in Microsoft Excel or other applications for building and maintaining financial models, reconciling financial records, and scenario analysis. 
  • Experience preparing financial workpapers for government annual comprehensive financial report (GASB standards, GAAP)
  • Experience in project management and business process analysis techniques

PREFERRED QUALIFICATIONS

  • Experience working in a municipal operations/government environment.
