About the Department
The City of Louisville is hiring for a Senior Construction Inspector to work with our Public Works Engineering division. This position is under the general direction of the Assistant or City Engineer, the Senior Construction Inspector performs advanced field and office work in the inspection, oversight, and coordination of complex public works construction and capital improvement projects (CIP). This position leads inspection efforts, mentors junior staff, supports project design and constructability reviews, and ensures contractor compliance with plans, specifications, regulations, and safety standards. The Senior Inspector serves as a primary field liaison between engineering, contractors, operations, and the public, and provides input for project design and construction standards.

Position Duties
- Leads inspection activities for public infrastructure including water mains, sanitary and storm sewers, street construction, curb/gutter/sidewalks, ADA ramps, and other improvements.
- Performs advanced constructability reviews and provides technical input during project design and pre-construction.
- Coordinates field changes with project engineers, contractors, and operations staff.
- Oversees and assigns daily tasks to engineering assistants, inspectors, and interns; provides mentorship and training.
- Reviews and redlines construction documents; checks CAD work and final plan sets.
- Schedules and interprets materials testing including soil and asphalt compaction, concrete strength, asphalt gradation, and pressure testing for water and sanitary sewer mains.
- Conducts field layout verification for ADA ramps, jointing plans, and patching limits; ensures ADA compliance in the field.
- Measures and documents installed quantities for payment applications; tracks materials used and contract items installed.
- Generates punch lists, inspects final completion, and verifies resolution of deficiencies.
- Collects and submits water quality samples for new mains; monitors disinfection and pressure testing results.
- Coordinates and performs water main shutdowns, valve operations, and service tie-ins with the Operations Division.
- Leads inspections on right-of-way permits including sidewalk, utility, and patching work.
- Reviews post-construction videos for sanitary and storm sewers and verifies compliance.
- Provides oversight during subgrade proof rolls, base preparation, and asphalt paving.
- Responds to complex citizen complaints and inquiries; represents Engineering at project and public meetings.
- Prepares cost estimates, plan quantity takeoffs, and technical specifications for CIP and resurfacing projects.
- Assists in updating the City’s construction standards and engineering details.
- Supports annual reporting such as utility audits and HUTF reports.
- Provides construction updates, change orders, and cost tracking to project managers and engineers.
This position is considered a critical/essential worker and is therefore responsible for responding to emergencies and/or disasters that may require additional overtime or adjustments to your normal schedule to fit the needs of the organization.
Minimum Qualifications
- High school diploma or GED required; Associate’s degree or college-level coursework in civil engineering, construction management, surveying, or related field strongly preferred.
- Minimum of five (5) years of experience in construction inspection of municipal infrastructure, including at least two (2) years in a lead or senior role.
- Any equivalent combination of education, training, and experience may be considered.
Other Qualifications
- Advanced knowledge of public works construction methods, materials, and applicable codes and standards (e.g., ADA, CDOT, MHFD).
- Proficient in reading and interpreting engineering plans, specifications, and technical documentation.
- Skilled in AutoCAD, GIS, and office software (Excel, Word, Outlook); knowledge of plan production workflow and field markups.
- Effective leadership, training, and mentoring skills.
- Strong ability to coordinate with contractors, utilities, residents, and internal departments.
- Excellent communication skills, both verbal and written.
- Detail-oriented with ability to manage multiple projects and priorities independently.
- Competent in documenting inspections, interpreting test data, and preparing field reports.
