About the Department

Responsible professional work and public contact work including planning, developing, and implementing programs for water use efficiency and other related utilities programs. Performs a variety of technical tasks and administrative duties analyzing customer data, educating the public through outreach and workshops, conducting water audits for residential, commercial, and landscape customers, providing recommendations on conservation policies and technologies, and supporting other utilities programs. At times works independently, making decisions requiring the use of judgment, discretion, and tact.

Position Duties

  • Gathers, analyzes, and prepares comprehensive reports that evaluate customer consumption data from utility billing, meter software, and mapping applications.
  • Works proactively and provides excellent customer service to assist customers in the  implementation of recommendations for improving efficiency.
  • Performs irrigation controller programming and irrigation evaluations.
  • Responsible for the overall coordination and execution of the City’s Water Conservation Program as required by the Consumptive Use Permit.
  • Assists department efforts to ensure compliance with SJRWMD and FDEP.
  • Prepares educational outreach materials and social media posts.
  • Coordinates conservation outreach opportunities for City events.
  • Plans annual Utilities conservation event including but not limited to scheduling, activities, participants, giveaways, and raffle. 
  • Develops programs and time schedules for implementation.
  • Performs public speaking to groups including children, senior citizens, professional groups, and City Council.
  • Assists customer’s transition to or connection to the City’s reclaim water system.
  • Prepares reports and analysis on program operation and evaluation.
  • Assists in forecasting short and long-term water supply and demand.
  • Calculates, documents, tracks, and prepares reports on conservation program
  • Represents the Utilities Department on environmental and conservation matters with other agencies.
  • Stays current on developments, trends, legislative action, and practices for water, sewer, and reclaimed water.
  • Participates in the preparation and management of water conservation annual budget.
  • Identifies and assists in preparation and management of grants.
  • Works with GIS Analyst to ensure water conservation activities can be mapped and tracked geographically.
  • Available on select weekends and after hours for special programs, extreme weather events, and emergency events. 
  • Performs related administrative duties as assigned when such duties are logical/appropriate assignment to the Utilities Department.

Minimum Qualifications

Associate’s degree in environmental science, conservation, business administration, public relation, public administration or a related field and 2 years professional experience; or Bachelor’s degree in environmental science, conservation,  business administration, public relation, public administration or a related field preferred.  

In leu of the above educational requirements, a  high school diploma or GED and an equivalent combination of education, training and/or experience may be accepted. 

A  valid State of Florida Driver’s License is required.

  • Ability to communicate clearly and concisely, orally and in writing 
  • Ability to establish and maintain an effective professional working relationship with departmental personnel, all levels of employees, City officials, other government agencies, and the general public.
  • Ability to work a flexible schedule as necessary
  • Proficient in Microsoft office
  • General knowledge of utilities (water, wastewater, and reclaimed water), water conservation, and customer service experience is desired.
