About the Department
Position Duties
- Supervise and evaluate assigned subordinates work performance, conducts open and honest performance counseling, appraisals and evaluated conditions of performance, initiates corrective action and/or disciplinary action, as necessary.
- Ensures that systems and processes used for financial and budgetary operations provide for adequate internal accounting control, and that processed, recorded, and reported transactions have suitable audit trails and comply with applicable requirements.
- Approves and/or prepares general ledger and subsidiary entries for all account types in accordance with applicable accounting guidance and agency policy ensuring all entries are properly supported and accurate.
- Reconciles balance sheet accounts with subsidiary ledgers or source documents (internal or external) and/or approves reconciliations performed by staff monthly and makes sure adjusting entries are posted.
- Plans and recommends new systems, procedures, and internal controls to improve operations.
- Coordinates with other agency departments and externally to ensure communication and service efficiencies; interprets and explains requirements, regulations, and procedures.
- Assists in preparation of annual financial reports at fiscal year-end including review of trial balances, account reconciliations, preparation of accrual entries and works with external auditors to provide requested information and address questions.
- Assists in the preparation of the annual budget, including training budget managers and their supervisors.
- Prepare scheduled expense allocations between programs using reasonable and supportable methodology.
- Prepare budget and financial projections and status reports throughout the year.
- Ensure all amounts due the agency are timely and accurately recorded, invoiced and paid.
- Ensure all vendor invoices are properly supported and paid within established timeframes.
- Ensure funds collected on behalf of the County and other governmental agencies are complete, accurate and remitted by the following month.
- Responsible for the biweekly payroll run, making sure associated benefits and withholdings are remitted accurately and timely.
- Responsible for preparation and submission of quarterly IRS filings and annual W-2 reports.
- Responsible for preparing monthly, quarterly and final grant invoices and reports as required by funders.
- Participate and respond to grant monitoring requests.
- Monitors vendor activity to ensure financially significant payments are made as anticipated and no invoices are missing.
- Participate in the excess fee calculation process to efficiently balance the agency’s expenses to appropriated revenues.
- Monitor and reconcile forfeiture revenues for remittance to the County. Ensures forfeiture funds drawn are spent in accordance with applicable requirements.
- Prepare the monthly appropriation draw in accordance with the established and reconciled schedule.
- Prepare and present as needed or directed financial trainings for tailored audiences.
- Oversees andor assists in the preparation and submission of all statefederal reports including payroll reporting, monthly or quarterly grant financial reporting, 1099, and unclaimed property.
- Designs and conducts internal audits as assigned including cash counts and Investigative Fund on a quarterly basis.
- Assesses staffing needs; interviews, recruits, or assists in the recruitment, hiring and training of personnel.
- Regularly reconciles the recorded budget with the County’s approved budget, including any amendments.
- Serves as Banner administrator responsible for system closingopening fiscal year, account maintenance, assist with internal controls and as well as training in accordance with Florida Uniform Accounting System Manual.
- Provides training documentation including monthly and year end checklists and/or training regarding accounting and finance to internal department as well as agency members.
- Communicates and prepares financial presentations to all levels of management including Command Staff.
- Ability to analyze complex financial and accounting transactions used in everyday functions.
- Ability to create reports, respond to surveys, create statistical summaries, and write policies, letters, memos, etc.
- Knowledge of grant policies and procedures and associated grant guidance governing grant funding.
- Ability to work independently with minimal guidance.
- Ability to work closely with others as a team.
- Ability to effectively communicate both orally and in writing.
- Knowledge of financial software, computers, and Microsoft Office products, including intermediate to advanced Microsoft Excel spreadsheets.
- Ability to motivate staff and fellow employees by directing and modifying procedures and controls; encourage employee behavior that achieves both personal and agency goals, to fulfill the mission of the agency.
- Ability to prepare and/or review evaluations of staff in accordance with agency policies to ensure they are fair and impartial and accurately reflect the job the employee performs.
- Ability to prepare and present clear, accurate, concise, and objective written and oral reports.
- Ability to meet requirements and maintain required licensures and certifications as well as agency required in-service training.
- Ability to adhere to the standards and principles of the agency's core values and professionally represent the agency.
- Ability to report to work timely, consistently, and as scheduled.
- Ability to perform all functions of the job classification without posing a direct threat to the health or safety of other individuals in the workplace.
Minimum Qualifications
- Bachelor’s Degree in Finance, Accounting, Business Administration, or related field; AND
- Five (5) year’s related experience including a minimum of two (2) years of accounting supervisory experience OR
- Equivalent combination of education and/or experience sufficient to successfully perform the essential duties of the job as those listed above; AND
- Preferred Accounting experience within a government environment; AND
- Preferred proficiency with Microsoft Excel and PowerPoint.
Other Qualifications
- Must be able to lift, push, carry or pull a minimum of 25 pounds independently.
- Work is primarily performed in a secure office environment.
- Duties often performed sedentary at desk for long periods of time with limited walking.
- Position may require travel to attend various meetings and functions related to performance of tasks.
