Overview:

GDC IT Solutions is currently seeking a Microsoft Applications Developer (Architect) to support the Pennsylvania Department of Health in a primarily remote capacity, with on-site presence in Harrisburg, PA at least one day per month (additional days as requested by management). Candidates must reside in Pennsylvania and will collaborate in a highly engaged environment focused on modernizing the Enterprise Data Warehouse (EDW) using Microsoft technologies and Azure cloud solutions.

Position Overview:

POSITION OVERVIEW

 

As a Microsoft Applications Developer (Architect), you will be responsible for designing, developing, and supporting .NET and Power Platform applications that enable the Department of Health to modernize its Enterprise Data Warehouse (EDW). This role requires advanced expertise with Power Apps, SQL Server, and .NET technologies, as well as experience automating business processes, integrating with Microsoft 365/Dynamics 365, and working with Azure services. You will collaborate with public health professionals, analysts, and technical teams to deliver scalable, secure, and reliable applications that meet critical reporting and analysis needs.

Responsibilities:
  • Design, develop, and maintain applications using Power Apps, .NET, and supporting technologies.

  • Automate business processes with Power Automate, including creation of custom connectors.

  • Analyze requirements and translate use cases into optimized designs and working solutions.

  • Develop, optimize, and troubleshoot SQL Server scripts, queries, and stored procedures.

  • Implement solutions using Visual Studio, C#, ASP.NET, and front-end technologies (HTML, CSS, JavaScript).

  • Manage version control and delivery pipelines using Azure DevOps and Git.

  • Support application integration with Microsoft 365, Dynamics 365, Power Pages, and Dataverse.

  • Test developed solutions, resolve technical issues, and ensure secure deployment to production environments.

  • Create and maintain technical documentation, diagrams, flowcharts, test plans, and user manuals.

  • Collaborate with analysts, developers, and administrators to meet project objectives.

  • Provide technical presentations, user training, and knowledge transfer sessions.

  • Ensure adherence to SDLC and security best practices.

  • Participate in requirements gathering, design reviews, quality assurance, and project reporting.

  • Manage assignments, prioritize work, and track deliverables against agreed timelines.

Minimum Qualifications:

 

  • More than 5 years of relevant experience in application development and architecture.

  • Advanced experience developing Power Apps (Canvas Apps, Model-Driven Apps, Power FX, Fetch XML, Liquid).

  • At least 5 years of experience automating processes with Power Automate and creating custom connectors.

  • At least 5 years of proficiency with SQL Server, T-SQL, scripts, and queries.

  • At least 5 years of experience with .NET technologies including Visual Studio, C#, and ASP.NET.

  • At least 5 years of experience with front-end technologies (HTML, CSS, JavaScript).

  • At least 5 years of experience with Azure DevOps, Git, and Agile/Scrum development methods.

  • At least 5 years of experience documenting solutions, diagrams, and test plans.

  • Experience testing solutions, resolving technical issues, and optimizing applications.

  • Familiarity with Azure Databricks, Delta Lake, and Synapse.

  • Strong knowledge of relational and dimensional databases, star schema, and data warehousing concepts.

  • Understanding of object-oriented programming principles, design patterns, and security best practices.

  • Strong organizational, communication, and documentation skills.

  • Proven ability to balance multiple projects and work collaboratively across teams.
