Bailiff Deputy Court Administrator

POSITION SUMMARY 
The Deputy Court Administrator will assist in managing the day-to-day functions of the Court, including supervision of Department Managers and Administration staff and operations comprising human resources, finance, facilities management, legislation, case flow management, and strategic planning. The Deputy Court Administrator works closely with the Judges, Court Administrator, Department Managers, Supervisors, and Administration staff.

Position Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES

  •  Supervise and monitor administrative services staff, and department managers.
  •  Assist with overseeing the day-to-day functions of the Court's case flow management and non-judicial operations.
  •  Manage the day-to-day functions of the Court's administrative services, including but not limited to facilitating the completion of judicial assignments by the administrative management and staff, and assisting in planning for short and long-range operational improvement programs including facility needs.
  •  Exercise leadership by motivating department managers to incorporate strategic planning and quality management into court's activities. Provide direction and advice to department managers regarding departmental operations.
  •  Design and implement new programs or processes to improve efficiency of Court operations. Implement and monitor changes as needed based upon best practices.
  • Participate in standing committee meetings such as criminal/probation, financial overview, governance, personnel, public outreach/internal moral, rules, security and detention, other departmental meetings and administrative staff meetings. 
  •  Frequent contact with Presiding & Administrative judge, associate judges, clerk of court, department heads, and City of Cleveland departments. 
  •  Act as liaison with various outside agencies including, but not limited to, Cleveland Police Department, Cleveland House of Corrections, Cleveland Prosecutor's Office, Clerk of Court, Cuyahoga County Common Pleas Court, and other city and county agencies.
  •  Provide quality service that continuously improves, that meets or exceeds public expectations, and that ensures all are treated with courtesy, dignity, and respect.
SUPERVISORY RESPONSIBILITIES
This position is responsible for supervising department and unit managers, supervisors and general division staff. Managers and supervisors are encouraged to train, evaluate, discipline and communicate in a manner that supports the mission and values of the Court.

  • Engage and motivate subordinate staff to complete work timely while maintaining quality.
  • Communicate effectively to keep subordinates informed and to resolve conflicts.
  • Accept responsibility for the effective planning, direction and control of an activity. 
  • Ability to assess technology needs and provide direction for the development of technological solutions. 
  • Basic knowledge of accounting to prepare the budget and control costs.
  • Good written and verbal communication skills.
  • Demonstrated ability to organize and prioritize duties.
EDUCATION and EXPERIENCE 
Bachelor’s degree required; master’s or juris doctor degree preferred; court management certification preferred. Seven to ten years of relevant work experience required including Court process and case flow management knowledge.

COURT EXPECTATIONS of EMPLOYEE
 In accomplishing the responsibilities of this position, the Court expects that the employee will adhere to the mission and values of the Court as well as all Court policies and procedures. In addition, while carrying out the duties of this position, the employee is expected to model high ethical conduct on and off the job and exhibit a professional and respectful demeanor with all Court employees.

Qualified applicants will be required to submit to testing and may be required to provide writing samples. Proof of education and employment references will be required before final interview. Employment predicated upon successful completion of criminal record check and drug testing required. You'll be considered a probationary employee for your first 180 days of employment. Valid Ohio Driver’s License required.
